Associate Director SAP – Public Sector

About the Position

We are seeking an Associate Director SAP – Public Sector to lead complex SAP projects and drive business growth in the public sector.

Responsibilities

• Lead complex, large-scale SAP projects and programmes, ensuring delivery against timeline, cost, quality, and customer satisfaction objectives.
• Manage programme risks, dependencies, and mitigation plans.
• Coordinate functional, technical, and external partner teams.
• Develop trusted relationships with CIOs, CFOs, Finance Directors, and business leaders.
• Identify transformation and business development opportunities across existing and prospective clients.
• Lead or support public and private tenders, including solution definition, team structure, estimates, and delivery models.
• Develop commercial and technical proposals and participate in executive proposal presentations.
• Support commercial negotiations and contracting processes.
• Lead, develop, mentor, and coach SAP professionals.
• Contribute to SAP practice strategy, offerings, innovation initiatives, and market activities.

Requirements

• Degree or Master's in Management, Engineering, Information Systems, or an equivalent field.
• At least 15 years of experience with SAP solutions.
• Solid SAP FI/CO experience and knowledge of SAP S/4HANA.
• Knowledge of end-to-end financial processes, budget management, Procurement, and Management Control.
• At least 5 years of SAP team leadership or SAP project management experience.
• Experience managing medium and large SAP projects and complex programmes.
• Proven experience in SAP pre-sales and proposal development.
• Proven experience leading or actively contributing to public tenders and SAP proposals above €1M, including solution definition, team structure, estimation, and commercial defence.
• Experience in project financial management, contract management, and executive stakeholder management.
• Strong leadership, communication, strategic thinking, decision-making, and stakeholder influencing capabilities.
• Autonomy, accountability, results orientation, and a focus on business growth.

Nice to Have

• SAP projects for Portuguese Public Administration.
• SNC-AP and public-sector reporting processes.
• SAP Public Sector Management, SAP IS-U, SAP SAC, SAP Datasphere, SAP BTP, SAP Project Systems, or SAP Analytics.
• Experience in Water, Energy, or Transport.
• SAP Finance certification.
• PMP, Prince2, or equivalent certification.
• International project experience.
• Fluency in Portuguese and English.
