About the Position

East Europe Foundation, within the framework of the USAID/UK Aid Project Transparency and Accountability in Public Administration and Services (TAPAS), announces a competition for a post of Business Analyst to join the digital team to support the Ministry of Social Policy of Ukraine (hereinafter – MSP) in creating new registers on the platform for deployment and maintenance of state electronic registers of the Ministry of Digital Transformation of Ukraine. The platform is built on the principle of microservice architecture in a cloud infrastructure configured with OKD (OpenShift Kubernetes distribution).

Expected Work Duration: three months.

Responsibilities

  • Develop technical conditions and terms of reference at the customer’s request;
  • Define the data structure, objects and algorithms to solve the tasks;
  • Analysis of business processes and building BPMN diagrams;
  • Data analysis and building an ERD data model;
  • Analysis of data validation rules (DMN notation);
  • Analysis of the required reports; and
  • Analysis of available data for migration.

Requirements

  • University degree in IT (or related field).
  • At least three years of experience in business analysis and/or project management in the public or private sector.
  • Experience in implementing projects in the IT or public sector.
  • Experience working with a wide range of stakeholders.
  • Experience in implementing social and/or child protection projects/programs.
  • Command of Ukrainian (C2) and English (B1).

Desired Skills and Competencies

  • Knowledge of methodology to collect and analyze information and formalize requirements;
  • Understanding the software lifecycle, taking into account various methodologies;
  • Good analytical skills;
  • Ability to easily grasp new areas;
  • Ability to analyze the current situation in comparison with the past;
  • Good decision-making skills;
  • Excellent communication skills; and
  • Attention to detail.
