Call for Applications for a Post of Lawyer

About the Position

The East Europe Foundation, within the framework of the USAID/UK Aid Project Transparency and Accountability in Public Administration and Services (TAPAS), announces a competition for a post of Legal Consultant to join the digital team to support the Ministry of Social Policy of Ukraine in creating exchanges between the information systems of the Ministry of Social Policy of Ukraine and central executive authorities; developing new registers on the platform to deploy and maintain state electronic registers of the Ministry of Digital Transformation of Ukraine; implementing electronic information exchanges between such registers and the Unified Social Information System of the Ministry of Social Policy.

Expected Work Duration: three months.

Responsibilities

• Analyze existing regulations on the legal possibility of developing information exchanges between the information systems of the Ministry of Social Policy of Ukraine, central executive bodies and organizations of various forms of ownership and development of the relevant register at the request of a public authority and the criteria for the functioning of such a register, if necessary, amendments to regulations;
• Develop draft legislation to regulate information exchanges and the operation of newly created registers in cooperation with authorized representatives of the public authority that is the customer of the relevant register;
• Legal support to information exchanges and development of a draft regulatory act and/or an agreement on electronic information interaction and/or another document that establishes the process of electronic information interaction between the newly created register and the UISSS (Unified Information System of the Social Sphere) or other information resource of the Ministry of Social Policy.

Requirements

• University degree in law;
• At least five years of professional experience;
• At least one year of experience in rulemaking will be an advantage;
• Experience in implementing projects in the IT or public sector;
• Experience working with a wide range of stakeholders;
• Experience in implementing social and/or child protection projects/programs will be an advantage;
• Command of Ukrainian (C2) and English (B1).

• Ability to easily comprehend new areas of legal regulation in the field;
• Good analytical skills and structured thinking;
• Teamwork experience, advanced communication skills;
• Attention to detail.
