Chief of Party

About the Position

The Danish Refugee Council (DRC) is currently looking for a highly qualified and motivated individual to join our dynamic team as Chief of Party. The role is for a FCDO-funded consortium of five partners aiming to provide area-based assistance supporting full recovery and graduation of the people of concern. The Chief of Party will be responsible for leading the Consortium Management Unit (CMU), overseeing the quality and progress of the implementation of the consortium, and ensuring effective coordination with government authorities, donors, and stakeholders.

Responsibilities

• Lead all aspects of the implementation and consolidation of a multi-year intervention and coordinate all partners and their efforts.
• Serve as the primary point of contact to the donor, as well as public, private, and non-government stakeholders.
• Ensure compliance with contract, including financial tracking and oversight of partner budgets, finance, administration, and reporting to donor.
• Ensure the project is designed and implemented to meet donor expectations in terms of timely and quality results and budget.
• Effectively lead and manage the Consortium Management Unit (CMU); manage team dynamics and staff well-being; provide coaching and mentoring.
• Chair the Steering Committee and regularly give updates on important developments.
• Lead on effective governance of the consortium and ensure alignment with the governance structure.
• Gather and disseminate existing data, information, legislation, policies, and conventions to assist relevant actors in planning their work.
• Manage the analysis of data, strategies, advocacy efforts, production, and dissemination of quality reports.
• Facilitate and coordinate regular consultations/workshops and conferences/meetings to identify areas for tools development.
• Lead on the development of a policy and advocacy strategy and coordination of information campaigns.
• Lead on targeted advocacy and policy campaigns aligned with programme design.
• Lead on the development of the governance structure and disbursement scheme strategy of the Localisation Acceleration Fund.
• Lead on and maintain updated stakeholder mapping and engagement plan, including CSOs, NGOs, government, and the private sector.
• Lead on the localisation strategy of the consortium. Ensure plans are in place and milestones met.

Requirements

• A Master’s degree in Political Science, International Development, Economics, or another relevant field.
• Minimum of 5 years of international experience in partner coordination and managing complex humanitarian projects.
• Experience in multi-stakeholder consortium management and coordination.
• Experience in localisation and strengthening of local capacities.
• Experience in refugee response in Uganda.
• High proficiency in programme cycle management.
• Ability to build and maintain effective relationships with senior representatives of INGO and government structures.
• High level of sensitivity in mainstreaming gender issues in programming.
• Strong experience of financial management and donor compliance processes.
• Good understanding of monitoring, evaluation, and learning.
• Highly organized individual with strong planning skills.
• Excellent verbal and written English.

• Knowledge of national languages.

• Work location: Arua or Kampala depending on project scope
