About the Position
Вакансія: Chief Risk Officer (CRO) - Головний ризик-менеджер Банку
We are seeking a Chief Risk Officer (CRO) to manage and mitigate financial risks for our bank in Ukraine, ensuring compliance with NBU regulations.
Qualifications and Professional Experience
- Education: Higher education (Master's, Specialist) in finance, banking, economics, economic cybernetics, or mathematical modeling. International certifications (FRM - Financial Risk Manager, PRM, CFA) will be a significant advantage.
- Banking Sector Experience: At least 5 years of experience in the banking system or financial sector in risk management, treasury, or financial analysis departments.
- Leadership Experience: At least 3 years of experience in managerial positions in risk management in banks.
- NBU Approval: Full compliance with NBU requirements for professional suitability and impeccable business reputation for the Chief Risk Officer of the bank (including successful testing and interview in the NBU Qualification Commission).
Professional Knowledge and Competencies
- Regulatory Requirements and Standards: Excellent knowledge of the Law of Ukraine "On Banks and Banking Activity", NBU Resolution No. 64, Basel Committee principles (Basel II/III), and international financial reporting standards (including IFRS 9 on financial instruments).
- ICAAP and ILAAP Expertise: Practical experience in developing, implementing, and regularly managing internal capital adequacy assessment processes (ICAAP) and liquidity (ILAAP). Experience integrating the latest regulatory requirements (including ESG risk assessments) into the overall risk management system.
- Financial Risk Management: Deep understanding and experience in assessing liquidity risk (including LCR and NSFR monitoring and stress testing), market risks (interest rate risk of the banking book - IRRBB, currency risk), and sovereign risk associated with the portfolio of securities, etc.
- Non-Financial Risk Management: Experience in building a system for managing operational risks, information and cybersecurity risks, reputation risk, strategic risk, etc.
- Stress Testing and Modeling: Ability to develop macroeconomic scenarios for stress testing the bank's balance sheet, assess the impact of shock events on capital and liquidity, and form recovery plans.
Functional Responsibilities and Tasks
- Development and control of adherence to the Risk Management Strategy, Risk Appetite Statement (RAS), and the bank's limit system.
- Ensuring independent expertise and risk assessment when approving investment decisions of the Treasury, transactional products, and remote client account opening procedures.
- Organizing the process of monitoring key risk indicators (KRIs) and providing regular management reports on risks to the Supervisory Board and the Bank's Board.
- Active participation in the work of the Asset and Liability Management Committee (ALCO), Credit, and Risk Management Committees.
- Ensuring constant interaction with the NBU on risk assessment, SREP (supervisory review and evaluation process), and stress testing.
- Coordinating the process of developing and updating internal policies that regulate the organizational structure of risk management in accordance with the principle of three lines of defense.
Personal Qualities and Business Reputation
- Independence and Objectivity: Unwavering adherence to the principle of independence of the risk function from business units (first line of defense), the ability to reasonably argue a "veto" on transactions that exceed the risk appetite.
- Analytical and Strategic Thinking: High level of mathematical and financial literacy, the ability to see the relationship between macroeconomic trends and the stability of the bank's balance sheet.
- Communication Skills and Constructive Dialogue: Ability to clearly communicate complex risk concepts and modeling results to members of the Supervisory Board, the Board, and international stakeholders.
- Impeccable Business Reputation: Absolute compliance with regulatory requirements, no remarks from the NBU regarding previous professional activities.
- Language Skills: Fluent in Ukrainian. English proficiency at the Upper-Intermediate / Advanced level (for reporting to foreign members of the Supervisory Board and analyzing international practices).
