About the Position

The Ministry of Internal Affairs of Ukraine announces a tender for vacant positions of public service category “B” of the Department of Internal Audit. We are seeking a Chief Specialist of the Public Procurement Monitoring Sector of the Department of Internal Audit and Control of the Department of Internal Audit.

Responsibilities

• Monitoring of risky transactions and conducting audits of public procurement.
• Determining risks of financial and economic activities of control objects before or during internal audits, other control measures, including inspections of public procurement.
• Conducting systematic monitoring of the state of public procurement (monitoring of information).
• Ensuring the implementation of document requests from control objects.
• Leading or participating in internal audits, other control measures, including on public procurement.
• Preparing materials for transmission to law enforcement agencies based on inspections of public procurement.
• Considering appeals of citizens, executive authorities, local self-government, public associations, enterprises, institutions, and organizations, as well as appeals and requests of people's deputies.
• Maintaining and reporting on the work of the sector.
• Participating in the work of improving the qualifications of employees of the Department.
• Working with documents in accordance with the current legislation.
• Performing other responsibilities and directives of management to ensure the tasks and functions assigned to the Department and the sector.

Requirements

General Requirements

• Education: A junior bachelor's or bachelor's degree higher in education.
• Work experience: Not required.
• Proficiency in the state language: Fluency in the state language.

Special Requirements

• Education: Higher educational degree of a junior bachelor or bachelor, financial and economic orientation.
• Knowledge of legislation: Constitutions of Ukraine, Laws of Ukraine: “On Civil Service”, “On Prevention of Corruption”, “On Accounting and Financial Reporting in Ukraine”, “On Public Procurement”, normative and legal acts of the Ministry of Finance of Ukraine and the State Financial Inspection of Ukraine (Audit Service of Ukraine) on the organization and implementation of internal audit.
• Professional or technical knowledge: Ability to reason logically, analyze multi-level information; practical experience in the implementation of analysis, systematization, and consolidation of data.
• Special work experience: Not required.
• Knowledge of modern information technologies: Level of confident PC user. Experience with the office suite Microsoft Office (Word, Excel).
• Personal qualities: Ability to solve tasks that require organizational skills, reasonable initiative, the ability to constant professional and self-improvement; sociability, ability to work in a team; responsibility; perseverance; ability to work in stressful situations.

Salary

• Official salary: 4308 UAH
• Increase to the official salary by rank in accordance with the Resolution of the Cabinet of Ministers of Ukraine dated 06.04.2016 No. 292 “Some issues of remuneration of civil servants”.
• Allowances and surcharges (in accordance with Article 52 of the Law of Ukraine “On Civil Service”).

Documents Required

• A copy of the passport of a citizen of Ukraine
• A written application for participation in the competition indicating the main reasons for taking up a civil service position (in the form in accordance with Annex 2), to which a resume is attached in any form
• A written statement in which the person informs that he is not subject to the prohibitions specified in the third or fourth part of Article 1 of the Law of Ukraine “On the Cleansing of Power” and gives his consent to the inspection and disclosure of information about him in accordance with the said Law or a copy of the certificate of the established form on the results of such verification
• Copy (copies) of the document(s) on education
• Completed personal card of the established sample
• Declaration of the person authorized to perform the functions of the state or local government, for the past year
