Chief Technology Officer

About the Position

We are seeking a Chief Technology Officer (CTO) to lead our technology strategy and ensure compliance with global standards in Singapore. The role is fully remote.

Responsibilities

• Collaborate with the Managing Director & CEO, Board of Directors, and Advisors in developing and implementing a technology strategy aligned with the Company's visions and hiring needs.
• Develop actionable business strategies and plans in collaboration with the Managing Director & CEO, Board of Directors, and Advisors to ensure alignment with short-term and long-term Company objectives.
• Translate strategy into actionable goals for performance and growth, helping to implement Company-wide goal setting, performance management, and annual plans and budget to conduct Tech operations.
• Partner with the Managing Director & CEO to develop technology organogram and support the set-up and development of the technology department.
• Collaborate with the Managing Director & CEO to recruit and establish the technology team.
• Ensure effective recruiting, onboarding, professional development, performance management, and retention of the technology team.
• Act as a good steward to ensure control of departmental budgets.
• Responsible for sourcing the latest technology to ensure global standard industry compliance to ensure Company-wide Cyber Security.
• Develop and direct all networking safeguards to reduce the risk of outside breaches and protect sensitive internal and external client and Company information.
• Lead by example and educate employees about the importance of personal and professional cyber hygiene to create a cyber secure work environment and culture.
• Partner with the relevant stakeholders to ensure that any technology engagements are properly safeguarded from cyber incidents, as well as plan and advocate for incident response best practices (including simulated exercises and full-scale simulations).
• Manage Company’s intellectual property and prevent digital theft.
• Maintain a strong understanding of Industry trends and best practices.
• Monitor and track performance establishing corrective measures as needed and prepare detailed current and forecasting reports.
• Adhere to Company and country business requirements and enforce tech compliance aligning with rules and regulations.
• Analyze internal operations and identify areas of process enhancement.
• Evaluate consistently technical efficiency and make changes as necessary aligning with the internal team.
• Lead and collaborate with internal resources to engage and onboard public and private institutions to ensure project delivery and support the Managing Director & CEO in raising required capital from accredited investors and institutions (i.e., Venture Capital, Private Equity, and Intergovernmental Organization etc.).
• Responsible for security procedure development, algorithm development, and conducting emergency technical audits.
• Conduct research and case studies on leading-edge technologies and make determinations on the probability of implementation.
• Guide team to manage stakeholder interactions related to tech integrations, troubleshooting, and testing.
• Identify competitive advantages and technological trends for the benefit of the Company.
• Maintain and build trusted relationships with internal and external clients, partners, and stakeholders.
• Responsible for developing the training content and arrange relevant trainings for clients, stakeholders, and platform participants.
• Work in a consultative fashion with other department heads as an advisor of technologies that may improve their efficiency and effectiveness.
• Responsible for recommending and implementing the resources, processes, and policies need to be kept in-house or outsource aligning with the Company’s business and organizational plan.

Binimoy Platform-Specific Duties and Responsibilities

• Understand and takeover Binimoy completely in terms of source code, hardware, software architecture, and other necessary components from stakeholders.
• Oversee and collaborate with stakeholders (i.e., central bank, clients, regulators, banks, public and private sector organizations, etc.) and vendors to ensure that Binimoy platform is successfully implemented.
• Oversee the implementation of Binimoy by vendors, relevant pilot participants, and other public and private sector organizations (i.e., key ministries, eCommerce companies, etc.).
• Develop and maintain client relationships with public sector, private sector, and non-governmental agencies for the purpose of implementing, maintaining, and operating Binimoy.
• Work with clients, partners, vendors, and professional services firms to ensure platform adoption target with the goal of facilitating 70% of digital transactions through Binimoy.
• Manage third party vendor interactions related to tech integrations, incident management, managed service, troubleshooting, and testing by maintaining SLA matrix.
• Responsible for ensuring that the Tech Team and vendors will meet KPIs determined by the regulators.
• Collaborate closely with the business to identify solution requirements and future upgrades that are in line with the strategic direction.
• Develop a system of staging and testing upcoming updates and tools to monitor the progress.
• Identify platform and technical design maintaining a strong understanding of industry trends and best practices.
• Guide team to build Minimum Viable Product (MVP) and address Development and Operations (DevOps) engineering issues.
• Monitor progress of Data Centre Operations (DC Ops), DevOps, Data & Architecture team with redressal of team level conflicts.
• Direct the development and possible implementation of policies in instances of a breach, also known as disaster recovery plans.
• Maintain liaison with both internal and external stakeholders.

Derivative Business Opportunity (DBO): Project-Specific Duties and Responsibilities

• Undertake design, development, and Point of Concentration (POC) of DBO until the offerings are ready to scale up.
• Launch the DBO product while adhering to end-to-end compliance.
• Create an MVP and address DevOps engineering issues.
• Prepare the quarterly and annual budgets for DBO.
• Form the DBO team and plan for its expansion.
• Take part in architectural discussions, identify tradeoffs, reduce complexity, and steer discussions toward decisions.
• Evolve the current technology strategy to support the Company's rapid growth in the coming year.
• Educate partners and investors on the technology strategy.
• Participate in the investor engagement process.

Requirements

• B.Sc. in related field. Higher degree in Computer Applications and/or MBA from top leading University will be preferred.
• Minimum 16 years of experience in the tech field.
• Experience in delivering game-changing digital transformations like open banking, e-commerce platform, multilingual branding platforms, ITIL based structure and processes, as well as PSD2 compliances will be preferred.
• Have a thorough understanding of the entire technology stack, such as SCRUM/SAFE/Agile.
• Expertise to build a highly skilled team in a variety of roles.
