About the Position

East Europe Foundation, as part of the USAID/UK Dev Project “Supporting Digital Transformation”, announces a competition for a construction expert for the project to develop and implement Unified State Electronic System in the Construction Sector (USESCS). The purpose of the project is to expand, improve the existing, as well as introduce new functionalities and regulatory framework of the Unified State Electronic System in the Field of Construction, which contains all three components specified in the legislation: Register of Construction Activities, Electronic User Account, and Public Electronic Portal.

Duration of engagement: Until the end of 2024 with possible extension

Responsibilities

• Study of existing business processes for providing public services in the construction sector to the public and business.
• Development of optimized models and improvement of business processes for the provision of services in the construction industry.
• Providing expert support in modeling interfaces and concepts of interactive forms of the USESC.
• Thorough review of all project documentation (technical requirements and tasks, legal documents) for compliance with the realities of the Ukrainian construction sector.
• Development of training materials, instructions, and manuals for users and administrators of the USESC and electronic construction services on the Diia portal.
• Holding meetings with stakeholders to clarify requirements for information systems.
• Preparation of information and analytical materials for events, reports, and presentations.
• Communication with partner teams and project beneficiaries.
• Participation in working groups, meetings, and seminars.

Requirements

• Higher or incomplete higher education in law, architecture, engineering, or a related field.
• At least five years of experience in construction (architecture, consulting, management, law, etc.).
• Understanding of the essence of the construction sector reformation in Ukraine (reorganization of State Architectural and Construction Inspectorate).
• A clear understanding of the processes of providing administrative services in the construction sector for the public and business.
• Knowledge of construction permits and State Construction Standards.
• Understanding the relationship between all construction participants (authorized persons, inventory controllers, architects, local architectural and construction control authorities, etc.).

Desired Skills and Work Experience

• Experience in communicating with government agencies (clarifying requirements, making presentations).
• Knowledge of the legal framework governing the provision of public services in the construction sector, in particular, Law of Ukraine No. 199 “On Amendments to Certain Legislative Acts of Ukraine on Improving the Procedure for Providing Administrative Services in the Construction Sector and Establishing Unified State Electronic System in the Construction Sector”, as well as bylaws.
• Strong analytical skills.
• Understanding of the political context and public administration reform.
• Skills in preparing and delivering presentations.
• Knowledge of English will be an advantage.
