We are seeking a senior contracts and supply chain professional with hands-on subsea development experience to support the Mexico B29 Development. The successful candidate will play a key commercial role in the procurement and negotiation of Subsea Production System (SPS) and Subsea Umbilicals, Risers and Flowlines (SURF) packages. This is an opportunity to shape contracting strategies for a complex offshore development, lead major tenders and negotiations, and work closely with project, engineering, legal, finance and operations stakeholders. The position is based in Houston and reports to the SCM Projects & Facilities Manager, also based in Houston.

Responsibilities

  • Develop and execute procurement plans and contracting strategies for subsea SPS and SURF packages, aligned with project schedule, budget, execution strategy, and risk profile.
  • Lead end-to-end sourcing activities, including market engagement, bidder prequalification, RFI/RFP/ITT preparation, commercial bid evaluation, clarification, negotiation, and award recommendation.
  • Develop robust commercial models and contract terms for complex offshore scopes, including FEED/EPCI, equipment supply, fabrication, marine transportation and installation, commissioning support, and long-term services.
  • Evaluate critical interfaces among the FPSO, SPS, SURF, drilling and completions, logistics, and operations scopes, with clear allocation of battery limits, free-issue items, title and risk transfer, warranties, schedule dependencies, and liabilities.
  • Draft, review, and administer contracts using Ariba, Icertis, and SAP, ensuring compliance with Repsol policies, governance requirements, and applicable local regulations.
  • Partner with Contract Holders, Engineering, Project Management, Legal, HSE, Finance, Insurance, Project Controls, and Operations to manage scope, risk, deviations, claims, change orders, supplier performance, and contract close-out.
  • Provide relevant market intelligence, cost and commercial benchmarking, bid normalization, total cost analysis, savings tracking, and executive-ready award documentation for major offshore packages.

Requirements

  • Bachelor's degree in Engineering, Supply Chain, Business, Law, Finance, or a related discipline.
  • At least 12 years of recent experience in supply chain, contracts, or commercial roles supporting major oil and gas, offshore, or comparable capital projects.
  • Strong preference for candidates with direct SCM experience in subsea developments, including SPS and SURF packages.
  • Demonstrated exposure to SPS equipment such as trees, wellheads, controls, manifolds, and tie-in systems and/or SURF scopes such as umbilicals, risers, flowlines, export systems, marine installation, and pre-commissioning.
  • Proven experience leading complex, high-value tenders and negotiations with EPCI contractors, subsea equipment suppliers, fabrication yards, and offshore installation contractors.
  • Working knowledge of commercial risk allocation, contracting strategy, bid normalization, price escalation, schedule incentives and remedies, warranties, liabilities, and performance security.
  • Experience working across international projects and multidisciplinary teams; Mexico, Gulf of Mexico, or other deepwater development experience is an advantage.
  • Fluency in written and spoken English is required.
  • Experience with Ariba as a procurement platform and with SAP; Icertis experience is desirable.
  • PMP, CIPS, CPSM, CPCM, or equivalent professional certification is an advantage.

Core Skills

  • Strong commercial judgment and the ability to translate technical execution issues into clear contractual positions and risk-adjusted recommendations.
  • Working understanding of subsea value chains, contractor markets, package interfaces, long-lead equipment, and offshore execution constraints.
  • Excellent negotiation, stakeholder management, and cross-functional collaboration skills across cultures and geographies.
  • Advanced analytical capability, including commercial evaluation, cost benchmarking, scenario analysis, and concise executive-level reporting.
  • High ownership, sound organization, and disciplined document control.
  • Ability to manage competing priorities and deliver under schedule pressure in a fast-paced, global project environment.
  • Strong proficiency in Microsoft 365 applications and commercial data analysis.

We Offer

  • Competitive salary
  • Opportunity to work in a dynamic and innovative environment
  • Professional development opportunities
