Data Analyst

About the Position

We are seeking a Data Analyst with 2-3 years of experience to transform data into strategic decisions for digital services in Ukraine.

Перетворювати дані на управлінські рішення для розвитку цифрових сервісів, інфраструктурних і стратегічних проєктів екосистеми Мінцифри з урахуванням регуляторного та юридичного контексту.

Ця роль напряму впливає на якість державних рішень, ефективність команд і масштабування цифрових продуктів, якими користуються мільйони людей - особливо в умовах високої динаміки, криз і обмежених ресурсів.

Responsibilities

1. Data Analysis and Insight Formation

• Collecting, cleaning, and analyzing data from various sources (product systems, registries, reports, external datasets).
• Identifying patterns, anomalies, and growth points considering regulatory constraints and legal requirements.
• Preparing analytical findings for teams, management, and stakeholders.

Result: Regular data-driven insights that form the basis of management and product decisions.

2. Dashboards and Analytical Reporting

• Building and maintaining dashboards (KPI, OKR, product, and operational metrics).
• Visualizing complex and legally sensitive data in an understandable format for different audiences.
• Automating reporting and reducing manual work for teams.

Result: A transparent real-time picture of project status and directions while adhering to regulatory requirements.

3. Supporting Decisions and Changes

• Providing analytical support for launching new initiatives, services, and changes, including those with regulatory or legal impact.
• Evaluating the effectiveness of decisions (before/after, cohort, funnel, A/B).
• Formulating recommendations based on data, not assumptions.

Result: Increased decision effectiveness and resource optimization without violating regulatory requirements.

Requirements

• 2-3 years of experience as a Data Analyst / Product Analyst.
• Proficiency in SQL for data manipulation.
• Experience with BI tools (Power BI, Tableau, Looker, or similar).
• Understanding of product and business metrics.
• Understanding of legal processes and regulatory requirements affecting digital services, data, and analytics.
• Ability to explain complex things simply - with numbers and conclusions.
• System and critical thinking, attention to detail.
• Proactiveness and willingness to take responsibility for results.

Nice to Have

• Legal background or experience with regulatory / policy areas.
• Experience with state digital products.
• Understanding of A/B testing, cohort, and funnel analysis.
• Experience with Python / R for analytics.
• Working with large datasets or system integrations.
