About the Position
East Europe Foundation, within the framework of the USAID/UK Aid Project Transparency and Accountability in Public Administration and Services (TAPAS), announces a competition for a post of Data Developer to join the digital team to support the Ministry of Social Policy of Ukraine (hereinafter – MSP) in creating new registers on the platform for deployment and maintenance of state electronic registers of the Ministry of Digital Transformation of Ukraine. The platform is built on the principle of microservice architecture in a cloud infrastructure configured with OKD (OpenShift Kubernetes distribution).
It is expected that the consultant will ensure the creation of new registers of the Ministry of Social Policy of Ukraine on the platform.
Expected Work Duration: three months.
Responsibilities
- Develop a data model (Liquibase; XML);
- Prepare reports (Redash; JSON); and
- Ensure data migration (CSV).
Qualification Requirements
- University degree in IT (or related field).
- At least three years of commercial experience in data development in the public or private sector as Data analyst/Product analyst/Marketing Analyst.
- Experience in implementing projects in the IT or public sector.
- Experience working with a wide range of stakeholders.
- Experience in implementing social and/or child protection projects/programs.
- Experience with APIs (GET / POST requests).
- Experience or knowledge of optimizing scripts, improving the speed of dashboards.
- Command of Ukrainian (C2) and English (B1).
Desired Skills and Competencies
- Knowledge of data structures and mathematical algorithms, statistics, probability theory;
- High level knowledge of SQL (MySQL, PostgreSQL, GBQ);
- Experience with NoSQL databases (mongo_db);
- Knowledge of BI tools (Power BI is an advantage), best practices in data visualization;
- Knowledge of R (tidyverse, lubridate, stringr, jsonlite) or Python (pandas, numpy, seaborn);
- Database optimization, modernization, and maintenance;
- Ability to easily grasp new areas;
- Good analytical skills;
- Teamwork experience, advanced communication skills; and
- Attention to detail.
