Responsibilities

• Coordination and Delivery of the TRAIN Pillar:

  • Assist MBSSE, TSC, MTHE, and TTIs to plan, coordinate, and deliver in-service teacher training and pre-service teacher education activities in line with national priorities and the Sierra Leone Professional Standards for Teachers.
  • Coordinate implementation across government agencies, TTIs, district education structures, school leaders, implementing partners, and technical advisers to ensure coherent, sequenced, and mutually reinforcing teacher training and teacher education activities.
  • Support the development of annual and termly delivery plans, workplans, budgets, schedules, and risk mitigation actions for TRAIN activities, ensuring timely implementation and clear accountability among actors.
  • Facilitate regular coordination meetings, technical working sessions, and follow-up actions with MBSSE, TSC, MTHE, TTIs, and partners, documenting decisions and tracking progress against agreed actions.

• In-service Teacher Education and Professional Development:

  • Support the design and delivery of in-service teacher training for teachers in JSSs, SSSs, and TVSSs to improve curriculum delivery, assessment practice, inclusive pedagogy, and learner progression.
  • Coordinate the development, review, and roll-out of teacher manuals, training guides, Community of Practice (CoP) materials, and other professional development resources aligned to the new JSS and SSS curricula.
  • Work with TSC, MBSSE, and district structures to strengthen school-based, peer-led, and continuous professional development approaches, including CoPs and follow-up support for teachers and school leaders.
  • Support systems for monitoring training participation, quality, teacher uptake, and application of learning in classrooms, using evidence to improve future delivery.

• Pre-service Teacher Education and TTI Support:

  • Assist MTHE and TTIs to align pre-service teacher education programs with the new JSS and SSS curricula, the assessment system, and Sierra Leone’s Professional Standards for Teachers.
  • Coordinate technical support to TTIs to strengthen curriculum content, practicum approaches, tutor capacity, teaching practice supervision, and preparation of graduates for secondary school teaching.
  • Support collaboration between TTIs, schools, MBSSE, TSC, and MTHE so that pre-service teacher preparation reflects classroom realities and national reform priorities.

• Teacher AI and Digital Technology for Teacher Education:

  • Coordinate the appropriate use of teacher AI and other digital technologies to enhance teacher training, teacher education, and ongoing classroom support, including tools for lesson planning, assessment design, differentiation, and resource development.
  • Work with technical teams, government counterparts, and TTIs to ensure that digital and AI-enabled teacher support tools are practical, inclusive, safe, curriculum-aligned, and suitable for low-connectivity contexts.
  • Support teachers, teacher educators, and training facilitators to build confidence in using digital tools to improve JSS and SSS curriculum delivery, formative assessment, and learner support.
  • Promote responsible, ethical, and safeguarding-aware use of AI and digital technology in teacher training and teacher education.

• Quality Assurance, Learning, and Reporting:

  • Contribute to quality assurance of training design, facilitation, materials, field delivery, and follow-up support, ensuring consistency with program standards and government expectations.
  • Work with MEL and technical teams to collect and use data on training delivery, teacher practice, curriculum implementation, and learner progression to inform adaptive management.
  • Prepare concise delivery updates, implementation notes, action trackers, and reports for the Technical Director, program leadership, government counterparts, and partners.
  • Identify delivery risks, bottlenecks, and coordination gaps, and proactively propose solutions to management and government counterparts.

• Safeguarding, Inclusion, and Cross-cutting Priorities:

  • Ensure teacher training and teacher education activities reflect commitments to safeguarding, gender equity, disability inclusion, and safe, inclusive learning environments.
  • Undertake any other duties related to the TRAIN pillar and teacher development that may reasonably be required by the Technical Director or program leadership.

Requirements

• A relevant postgraduate qualification in Education, Social Sciences, Development Studies, Public Administration, Management, Project Management, Educational Technology, or another related field.
• At least 10 years’ experience supporting government-led teacher training, teacher education, curriculum reform, or large-scale education improvement programs.
• Strong understanding of Sierra Leone’s education system, including MBSSE, TSC, MTHE, TTIs, district education structures, and secondary school delivery contexts.
• Demonstrated experience coordinating multiple actors to deliver complex education reform activities, ideally involving government ministries, agencies, TTIs, implementing partners, and school-level stakeholders.
• Strong knowledge of in-service teacher professional development, pre-service teacher education, curriculum implementation, assessment, and classroom support approaches for JSS and SSS teachers.
• Practical understanding of digital learning, teacher AI, or education technology, including how digital tools can support lesson planning, assessment, differentiation, teacher training, and teacher education in low-resource or low-connectivity settings.
• Strong planning, facilitation, stakeholder management, and coordination skills, with the ability to convene actors, track actions, and maintain delivery momentum.
• Strong proficiency in Microsoft Office, including Word, Excel, and PowerPoint, and confidence using digital collaboration and data management tools.
• Excellent written and oral communication skills in English, including the ability to prepare clear reports, meeting notes, action trackers, and technical updates.
• Excellent attention to detail; reliable, proactive, and able to complete complex tasks with minimal supervision and to agreed deadlines.

• Willingness to be based in Freetown and to undertake regular travel to TTIs, districts, and schools as required by the role.
