About the Position

ELEKS is looking for a Delivery Manager (GovTech/MilTech) in Ukraine.

About Project

We are seeking a Delivery Manager for a portfolio of government and defense digital projects - Ukraine, EU, Middle East. This role is ideal for a veteran with IT project management experience and inside understanding of government.

Responsibilities

• Lead delivery on GovTech/MilTech projects: team of 15–50 people, accountable for timelines, quality, profitability
• Work with stakeholders at the level of ministries, defense agencies, and international agencies
• Planning, risk management, escalations, reporting to the client and ELEKS leadership
• Frequent travel: Ukraine, EU/Middle East (full insurance, duty-of-care policy, hazard compensation for higher-risk zones)

Requirements

• 5+ years of IT project management experience (PM/DM/Program Manager): planning, budget, team, client-facing work
• Ukrainian Armed Forces veteran - command/staff experience is a strong advantage among equally qualified candidates
• CDTO Campus, digital project experience in the government/defense sector (Ministry of Digital Transformation, Ministry of Defense, Brave1) - significant advantage
• English B2+ (working language with international clients)
• Understanding of public procurement (ProZorro, NATO procurement) - advantage
