About the Position

The Ministry of Internal Affairs of Ukraine announces a tender for the vacant position of Deputy Head of the Accounting Methodology Department of the Accounting and Reporting Department of the Department of Financial and Accounting Policy.

Responsibilities

  • Studies the normative and legal acts on accounting, instructional materials and explanations of the Ministry of Finance of Ukraine, the State Treasury Service.
  • Develops normative, methodological and instructional documents on the organization and maintenance of accounting for subordinate units.
  • Considers and prepares draft responses to letters, requests and appeals of people's deputies of Ukraine, central executive bodies, local self-government bodies, legal entities and individuals on issues related to the competence of the department.
  • Prepares requests to the Ministry of Finance of Ukraine, the State Treasury Service of Ukraine, other public authorities on matters falling within the competence of the department.
  • Participates in the preparation and directly develops draft orders, other regulatory and organizational and administrative acts, methodological recommendations of the Ministry of Internal Affairs on issues related to the competence of the department.
  • Develops, amends and refines normative and methodological documents developed by the department in accordance with the current legislation of Ukraine.
  • Monitors the introduction of changes to the provisions of accounting regulations, relevant explanations of the Ministry of Finance of Ukraine, the State Treasury Service of Ukraine, and notifies subordinate units.

Requirements

General Requirements

  • Education: Higher educational degree junior bachelor or bachelor.
  • Work experience: Does not need.
  • Proficiency in the state language: Fluency in the state language.

Special Requirements

  • Education: Higher education in the educational degree of a junior bachelor or bachelor of knowledge in the field of economics.
  • Knowledge of legislation: Constitutions of Ukraine, Laws of Ukraine “On Civil Service”, “On Prevention of Corruption”, “On Cleansing Power”, “On Cabinet of Ministers of Ukraine, “On Central Executive Authorities”, “On Administrative Services”, “On Citizens' Appeal”, “On Labor Protection”, “On Access to Public Information”, “About Access to Public Information”, “About Principles of Preventing and Countering Discrimination in Ukraine”, Budget Code of Ukraine.
  • Professional or technical knowledge:
    • Possession of skills in interpreting legislative acts and applying their requirements in practice.
    • Possession of skills in the organization of accounting.
    • The ability to form primary accounting documents and accounting registers.
    • Ability to distinguish expenditures of budgetary institutions and recipients of funds according to the economic classification of budget expenditures.
    • Computer ownership at the level of a confident user.
  • Knowledge of modern information technologies: Level of confident PC user. Experience with the office suite Microsoft Office (Word, Excel, Power Point). Work with information bases.
  • Personal qualities:
    • The ability to solve tasks that require organizational skills, reasonable initiative, the ability for constant professional and self-improvement.
    • Sociability, ability to work in a team.
    • Responsibility.
    • Decency.
    • Perseverance.
    • High discipline in the performance of work and achievement of goals.
    • Ability to work in stressful situations.

Terms of Pay

  • Official salary: 5686 UAH
  • Increase to the official salary by rank in accordance with the Resolution of the Cabinet of Ministers of Ukraine dated 06.04.2016 No. 292 “Some issues of remuneration of civil servants”.
  • Allowances and surcharges (in accordance with Article 52 of the Law of Ukraine “On Civil Service”).

  1. A copy of the passport of a citizen of Ukraine.
  2. A written application for participation in the competition indicating the main reasons for taking up a civil service position (in the form in accordance with Annex 2), to which a resume is attached in any form.
  3. A written statement in which the person informs that he is not subject to the prohibitions specified in the third or fourth part of Article 1 of the Law of Ukraine “On the Cleansing of Power” and gives his consent to the inspection and disclosure of information about him in accordance with the said Law or a copy of the certificate of the established form on the results of such verification.
  4. Copy (copies) of the document(s) on education.
  5. Completed personal card of the established sample.
  6. Declaration of the person authorized to perform the functions of the state or local government, for the past year.
