Deputy Head of the Department of Interaction with the State Service of Ukraine on Emergency Situations Management of Interaction with Central Executive Authorities

About the Position

The Ministry of Internal Affairs of Ukraine announces a competition for vacant positions of civil service categories “B” and “B” of the Department of Policy Formation regarding the authorities and monitoring bodies controlled by the Minister. We are seeking a Deputy Head for the Department of Interaction with the State Service of Ukraine on Emergency Situations Management of Interaction with Central Executive Authorities.

Responsibilities

• Implementation of the management of the activities of the department within the powers delegated by the head of the department, in the absence of the head of the department, the performance of his duties.
• By order of the head of the department, representation of the position of the Ministry of Internal Affairs in the ministries and central executive bodies in the development and consideration of draft legislative and other regulatory acts relating to the competence of the State Emergency Service.
• Development of draft regulatory acts and professional examination of draft legislative, departmental, and interdepartmental regulatory legal acts.
• Making proposals to the head of the department to conduct planned and unscheduled inspections of the activities of the SNS and units belonging to the sphere of its management.
• Consideration of appeals and requests of individuals and legal entities (including for obtaining public information), appeals and requests of People's Deputies of Ukraine and processing them in the manner and time specified by the legislation of Ukraine.
• Participation in the development of documents on ensuring the protection of human rights and freedoms, interests of society and the state, combating crime, protecting the state border, civil protection.
• By order of the management to carry out other powers that arise from the main tasks and functions of the department.

Requirements

General Requirements

• Education: Higher education with an educational degree not lower than a master.
• Work Experience: Experience in public service positions of categories “B” or “B” or experience in local self-government bodies, or experience in managerial positions of enterprises, institutions, and organizations, regardless of forms of ownership for at least two years.
• Proficiency in the state language: Fluency in the state language.

Special Requirements

• Education: Higher education with a master's degree in the field of knowledge “Law”, “Public Administration”, “Civil Security”.
• Knowledge of legislation: Constitution of Ukraine; Law of Ukraine “On Civil Service”; Law of Ukraine “On Prevention of Corruption”; The Law of Ukraine “On Central Executive Bodies”; Law of Ukraine “On the Cabinet of Ministers of Ukraine”; The Law of Ukraine “On the Appeal of Citizens”; Code of Ukraine on Administrative Offenses; Civil Protection Code of Ukraine; Law of Ukraine “On technical regulations and conformity assessment”; The Law of Ukraine “On Licensing of Business Activities”; Law of Ukraine “On regulation of urban planning activities”; other laws of Ukraine, decrees of the Verkhovna Rada of Ukraine, acts of the President of Ukraine and the Cabinet of Ministers of Ukraine in the fields of: ensuring the protection of human rights and freedoms, interests of society and the state, civil protection, protection of the population and territories from emergencies and prevention of their occurrence, elimination of emergencies, rescue, fire on artificial and man-made security, the activities of emergency and rescue services, as well as on issues of state secrets, mobilization training, defense and national security.
• Professional or technical knowledge: On the organization and management of personnel; rules for the analysis and interpretation of Ukrainian legislation; requirements of standard design techniques; the procedure for the preparation of regulatory and regulatory acts, their approval and visitation; CEV activities on civil protection, fire and man-made safety; implementation of measures of state supervision (control) in the sphere of economic activity; on issues of state regulatory policy in the sphere of economic activity; on registration of documentation in the system of the Ministry of Internal Affairs, in the central executive bodies, work with mobilization documents; conducting professional expertise of regulatory and legal acts, including on issues of state secrets, mobilization training, defense and national security; preparation of documents of an administrative, business nature; maintenance of official correspondence, preparation of analytical references.
• Special work experience: Desired experience in preparation of draft regulations and implementation of their expertise on compliance with the Constitution of Ukraine, the laws of Ukraine and the requirements of normative design techniques of draft regulations governing relations in the field of civil protection, fire and man-made safety and on issues of state secrecy, mobilization training, defense and national security, as well as representation of the interests of state authorities in courts.
• Knowledge of modern information technologies: The level of confident PC user. Experience with the office suite Microsoft Office (Word, Excel, Power Point). Work with information bases.
• Personal qualities: Achievement of final results; conducting business negotiations; skills of effective communication and public speaking; organization and control of work; ability to work in a team and manage a team; ability to solve complex problems; the ability to work with large arrays of information, including information of limited access; analytical abilities; discipline and consistency.

Terms of Pay

• Salary: 6600 UAH
• Surcharge to the official salary by rank in accordance with the Resolution of the Cabinet of Ministers of Ukraine dated 18.01.2017 No. 15 “The issue of remuneration of employees of state bodies”.
• Surcharges and surcharges (in accordance with Article 52 of the Law of Ukraine “On Civil Service”).

  • A copy of the passport of a citizen of Ukraine.
  • A written application for participation in the competition indicating the main reasons for taking up a civil service position (in the form in accordance with Appendix 2), to which a resume is attached in an arbitrary form.
  • A written statement in which a person informs that he is not subject to the prohibitions specified in the third or fourth part of Article 1 of the Law of Ukraine “On the Cleansing of Power” and gives his consent to the inspection and disclosure of information about him in accordance with the said Law or a copy of the certificate of the established form on the results of such verification.
  • Copy (copies) of the document(s) on education.
  • Completed personal card of the established sample.
  • Declaration of the person authorized to perform the functions of the state or local government, for the past year.
