Deputy Head of the Department of Strategic Analysis and Forecasting

About the Position

We are seeking a Deputy Head of the Department of Strategic Analysis and Forecasting to manage and organize the department's work, ensuring effective management at the strategic level.

Responsibilities

• Manages and organizes the work of the department: ensures the performance of tasks and functions assigned to the department; monitors and controls the performance by employees of the department of official duties, rules of internal labor and official regulations; provides an increase in the level of professional competence of department employees through internal training.
• Gives mandatory orders to employees of the structural unit on issues belonging to its functional powers, monitors their implementation.
• Organizes the planning of the work of the structural unit, performs the tasks and instructions of the management on issues within the competence of the structural unit, and prepares, within the competence, proposals to the management on the improvement of the forms and methods of organizing work.
• Predicts the main directions of transformation of internal and external factors of the functioning of the Ministry of Internal Affairs system and prepares analytical materials on ensuring effective management at the strategic level.
• Promotes the implementation of a unified state policy aimed at achieving equal rights and opportunities for women and men within their powers.
• Organizes the preparation of meetings with the participation of the leadership of the Ministry, prepares the necessary materials. Carries out control over the execution of orders determined by the head at the meeting.
• Evaluates the possibilities and conditions for the implementation of specific directions of development of the bodies of the Ministry of Internal Affairs of Ukraine (reorganization, optimization, reform, etc.), develops projects of alternative management solutions.
• In the absence of the head of the department, he performs his duties. Coordinates with the Head of the Department of Research Topics.
• Performs separate orders of the Department leadership.

Requirements

• Education: Higher education with an educational degree not lower than a master's degree.
• Work experience: Experience in public service positions of categories “B” or “B” or experience of service in local self-government bodies, or experience in managerial positions of enterprises, institutions and organizations, regardless of the form of ownership for at least two years.
• Proficiency in the state language: Fluency in the state language.

We Offer

• Official salary according to the staffing table in the amount of 14,400 hryvnia.
• Increase to the official salary by rank in accordance with the resolution of the Cabinet of Ministers of Ukraine of January 18, 2017 No. 15 “Issues of remuneration of employees of state bodies” (with amendments).
• Other allowances, surcharges and bonuses - in accordance with Article 52 of the Law of Ukraine “On Civil Service”.

1. A statement indicating the main reasons for taking office in the form in accordance with Appendix 1 to the Procedure for Appointment to Public Service Positions for the period of quarantine established in order to prevent the spread in Ukraine of the acute respiratory disease COVID-19 caused by the SARS-CoV-2 coronavirus, approved by the Resolution of the Cabinet of Ministers Law of Ukraine dated April 22, 2020 No. 290 (hereinafter referred to as the Order).
2. A resume in the form in accordance with Appendix 2 to the Procedure.
3. A statement informing that it is not subject to the prohibitions specified in the third or fourth part of Article 1 of the Law of Ukraine “On the Purge of Power”, and gives consent to the inspection and to the disclosure of information about it in accordance with the said Law.
