We are looking for a Domain Delivery Lead within the General Directorate of the Foreigners' Service. Responsibilities

• Unite several agile teams (squads) around a common vision and objectives, and ensure alignment between business and team priorities;
• Create conditions for autonomy: set a clear framework, delegate decisions to teams, and support their growth (servant leadership);
• Develop the overall planning with the teams, coordinate dependencies between them, and transparently manage priorities;
• Facilitate domain rituals (inter-team synchronizations, reviews, retrospectives) and promote the sharing of best practices and learning;
• Identify and remove obstacles that hinder teams, by facilitating collaboration with other teams, business, and IT;
• Coach and develop people, give and receive feedback, and maintain a culture of trust, transparency, and continuous improvement;
• Manage project change requests in consultation with stakeholders;
• Regularly report project progress to relevant authorities, with transparency on risks and difficulties;
• Properly and timely escalate significant changes or problems that exceed acceptable tolerance thresholds;
• Follow up with suppliers by involving them as true partners;
• Budget management.

Profile and Experience

• At least 10 years of experience in a similar role, with proven experience in coordinating and leading multiple teams.
• Mastery of agile and iterative work methods applied to IT projects and their implementation in complex environments.
• Solid knowledge of project management methodologies and governance and delivery practices.
• Significant experience in leading large-scale IT projects involving multiple stakeholders and cross-functional dependencies.
• Proven experience in business process optimization and reengineering.
• Mastery of change management principles, particularly in organizational and digital transformations.
• Knowledge of application management and understanding of the issues related to their lifecycle, maintenance, and evolution.
