About the Position
Domain Delivery Lead – Transversal
[FR]
Work Environment
In the framework of the eMigration program, the Office of Foreigners is profoundly transforming its digital work environment. This ambitious transformation aims to modernize business applications, strengthen collaboration between teams, and lay the foundations of a more integrated, agile, and future-oriented IT environment.
We are looking for a Domain Delivery Lead within the General Directorate of the Office of Foreigners. You will have the opportunity to unite several agile teams around a common vision, steer the realization of strategic business applications, and actively contribute to the development of their autonomy, expertise, and ability to deliver value.
You will join an evolving environment, rich in challenges, opportunities, and possibilities for impact. In this transformation context, new ideas, creativity, and the ability to think outside the box are particularly valued. You will have real room for maneuver to propose new approaches, question existing practices, and help shape the working methods, processes, and solutions of tomorrow.
This role is for someone who likes to build, evolve, and unite, rather than simply managing the existing. You will be required to collaborate with multidisciplinary teams and various stakeholders, tackle complex challenges, and transform an ambitious vision into concrete results.
Join a transformation that is being built today and contribute directly to shaping the Office of Foreigners of tomorrow.
Job Description
Within the eMigration program, you act as a project leader and Domain Lead: you lead by influence, clarity of vision, and trust rather than control. You are at the service of the teams to enable them to deliver value to the business. Your range of responsibilities includes:
-
Uniting several agile teams (squads) around a common vision and objectives, and ensuring alignment between business and team priorities;
-
Creating the conditions for autonomy: setting a clear framework, leaving decisions as close to the teams as possible, and guiding their growth towards maturity (servant leadership);
-
Developing the global planning with the teams, coordinating dependencies between them, and arbitrating priorities transparently;
-
Facilitating domain rituals (inter-team synchronizations, reviews, retrospectives) and promoting the sharing of best practices and learning;
-
Identifying and removing obstacles that hinder teams, by facilitating collaboration with other teams, the business, and IT;
-
Coaching and developing people, giving and receiving feedback, and maintaining a culture of trust, transparency, and continuous improvement;
-
Managing project change requests in consultation with stakeholders;
-
Regularly reporting project progress to relevant bodies, with transparency on risks and difficulties;
-
Properly and timely escalating significant changes or problems that exceed acceptable tolerance thresholds;
-
Following up with suppliers by involving them as true partners;
-
Budget management.
Required Profile
Core Competencies
-
Popularization and persuasive communication: ability to translate complex IT concepts into simple and accessible business language;
-
Strategic alignment and translation: ability to internalize the political vision and business needs to transform them into an operational roadmap and clear delivery priorities;
-
Servant leadership: ability to guide, inspire, and give autonomy to teams (squads), while removing administrative or organizational obstacles;
-
Stakeholder management: skill in navigating a complex public ecosystem (cabinets, directorates, external partners) and reconciling sometimes divergent interests.
Required Experience
-
Business-IT interface: solid experience in a bridging role (e.g., senior Product Owner, Business Relationship Manager, or program director) where non-technical communication was a key success factor;
-
Management of multidisciplinary teams: experience in leading large teams distributed across several autonomous teams or squads;
-
Budget and capacity management: experience in allocating resources and managing budgets within public budgetary envelopes.
-
Solution architecture and integration: management of dependencies and critical path; understanding of integration patterns (API, messaging, batch), interface contracts, versioning, reference data, and the scope of workflow engines (e.g., Camunda).
-
Release and environment management: DTAP strategy, coordination of releases between teams, planning of cutovers and rollbacks, end-to-end testing strategy.
-
Cloud: Azure Landing Zone concepts, identity and access management (Entra ID, RBAC, PIM), Kubernetes, GitOps, Infrastructure as Code, and basic FinOps principles.
-
DevOps tooling: advanced proficiency in Azure DevOps (work item hierarchies, Delivery Plans, dependencies, reporting); understanding of CI/CD pipelines and branching strategies.
-
Security, compliance, and resilience: NIS2, GDPR in the public sector, especially for biometric data, non-functional requirements (RPO/RTO, retention, logging), and formalized risk acceptance.
-
Data and migration: understanding of data flows to the data platform (CDC, ETL) and management of data migration as a separate project.
-
Nice to have: European IT systems and enterprise architecture: knowledge of large-scale European IT systems, biometric integration, observability, and enterprise architecture frameworks; notions of KQL or OData for extracting monitoring data.

-
You master the principles and challenges of change management, especially in the context of organizational and digital transformations.
-
You have knowledge of application management and understand the issues related to their lifecycle, maintenance, and evolution.
Skills and Abilities
-
You are able to structure, plan, and prioritize activities according to strategic objectives, business needs, and delivery capabilities.
-
You have excellent analytical, synthesis, and problem-solving skills, and are able to identify risks, dependencies, and levers for improvement.
-
You are able to coordinate multiple teams and foster effective collaboration between IT teams, business stakeholders, and other relevant actors.
