About the Position

Economic Recovery Team Leader _ Resilience

Under the direct supervision of the Economic Recovery Manager, the Economic Recovery (Resilience) Team Leader has a base focus and ensures compliance to DRC procedures and guidelines at base-level. The role contributes to the development of base strategies, which are translated into action plans and day-to-day tasks.

Responsibilities

Management

  • Lead, supervise, and mentor the Economic Recovery field teams, ensuring clarity of roles, planning, performance, well-being, and professional growth.
  • Develop and monitor detailed work plans, procurement plans, and field activity schedules.
  • Oversee the planning, implementation, and monitoring of livelihoods and market development activities in line with project objectives and donor requirements.
  • Facilitate regular team meetings and coaching sessions to strengthen field team efficiency and motivation.
  • Ensure a safe, inclusive, and respectful team culture aligned with DRC’s Code of Conduct and Core Values.
  • Leading the EcRec team in activities implementation, providing guidance and technical support, and ensuring the provision of administrative management to the team, including appraisals, leaves, etc.

Programming & Operations

  • Provide technical guidance on market-based livelihoods, MSME and cooperative development, vocational training, value chain strengthening, and CVA programming, including beneficiary identification.
  • Provide technical support on Entrepreneurship & Youth Businesses, and lead the Business training, Start-up support (kits/grants), Coaching and mentoring systems, and facilitate B2B networking and entrepreneurship hubs.
  • Conduct/validate labor market and value chain analyses.
  • Ensure smooth integration between CVA and economic recovery and protection outcomes.
  • Oversee the implementation of vocational skills training, business development support, and market linkage activities for MSMEs and cooperatives.
  • Supervise technical inputs related to value-chain strengthening, community-based micro-infrastructure, and local sourcing promotion.
  • Review and validate project tools and technical documents, ensuring adherence to quality and gender-sensitive standards.
  • Oversee the financial Inclusion, which includes VSLA formation and strengthening, Linkages to MFIs and financial services, and Promote financial literacy and sustainable access to capital.
  • Promote climate-smart and inclusive approaches in livelihood interventions.
  • Submit timely field reports, success stories, lessons learned, and progress updates to the EcRec Manager.
  • Provide daily monitoring to DRC’s implementing partners at the field level.
  • Ensure compliance with DRC and donor requirements and procedures at all times during implementation.

Coordination and Representation

  • Ensure coordination with other humanitarian actors operating in the area and representation in state-level humanitarian coordination mechanisms.
  • Represent DRC at humanitarian meetings and other relevant technical coordination meetings.
  • Ensure integration with other DRC sectors.
  • Coordinate with DRC’s sector teams (Protection, WASI, MEAL, Supply Chain, and Safety) to ensure a harmonized, multi-sectoral approach.
  • Represent DRC at relevant cluster and coordination forums (FSAC, CMWG, and Protection WG).
  • Maintain active engagement with relevant stakeholders including authorities, community leaders, and government institutions, local partners in close cooperation with Area Manager /APM.
  • Foster collaboration with financial service providers (FSPs) to ensure timely and transparent cash transfer implementation.
  • Strengthen partner capacity through coaching, monitoring, and joint activity planning.

Logistics/Finance

  • Responsible for ensuring the team’s compliance with DRC safety procedures and guidelines as established by DRC Safety team, APM, and Area Manager.
  • Support the monitoring of financial commitments and expenditures against budgets and provide timely feedback on budget follow-up.
  • Plan and coordinate proactively logistics and movements of staff from and to different operational areas.
  • Initiate procurements and ensure their execution.
  • Ensure distribution plans are prepared and shared with all relevant stakeholders.
  • Ensure accurate financial and stock reconciliations after cash or in-kind distributions.
  • Ensure that all needed beneficiary information is accurately collected and reported through established mechanisms.
  • Ensure accurate data collection for all activities and support the MEAL team with beneficiary data reconciliation, post-distribution monitoring, and pre- and post-training assessments.
  • Ensure compliance with DRC and donor financial and procurement guidelines, particularly for cash and in-kind distributions.

Requirements

  • At least 4-5 years of professional experience in humanitarian assistance, including livelihoods, market systems, enterprise development programming, and CVA.
  • Experience implementing early recovery or transition programs linking CVA and livelihoods support to sustainable market outcomes.
  • Strong experience working with and building the capacity of local partner organizations.
  • Knowledge of climate-smart agriculture and inclusive market facilitation is an asset.
  • Demonstrated experience in partner management, community mobilization, and coordination with government entities.
  • Strong communication, coordination, and representation skills.
  • Excellent knowledge of computer applications, including MS Office (Excel, Word, PowerPoint).

Educational Qualifications

  • Bachelor’s degree, Diploma (with certificate) in Agriculture, Food Security, Rural Development, Economics, Development Studies, Social Sciences.

Languages

  • Fluency in both English and Arabic, with excellent report writing skills.
