Expert on Legal Support of the project Car Customs Clearance in Diia

About the Position

East Europe Foundation, within the framework of the USAID/UK Dev project “Digital Transformation Activity” (DTA), together with the Ministry of Digital Transformation of Ukraine, announces a competition for the position of a Legal Support Expert to implement the project of customs declaration of passenger cars through the Unified State Web Portal of Electronic Services (Customs Clearance in Diia). It will allow customs declarants to clear cars in Diia, which should simplify the process and make it more transparent.

Start date: June 2024.

Term of engagement: until the end of 2024 with a possible extension.

Work format: mixed (offline and online).

Responsibilities

• Conduct legal expertise of the regulatory framework for customs clearance of vehicles, which will be optimized and undergo digital transformation.
• Provide suggestions on ways to optimize the customs clearance of vehicles.
• Develop draft laws on amendments to the Customs Code, other legislative acts, and bylaws, including governmental acts necessary for the project implementation.
• Prepare analytical materials to assess the risks of regulatory changes and their impact.
• Communicate with stakeholders in the regulatory development process.
• Participate in working groups, meetings, and seminars.
• Develop information and analytical materials for events, reports, and presentations.
• Formulate technical requirements for the creation and/or modernization of information systems required for project implementation.

Requirements

• A law degree.
• At least 5 years of legal experience.
• Introduction to the customs sphere.
• Rule-making practice will be an advantage.
• Work experience with government agencies (clarifying requirements, making presentations).
• Knowledge of English will be an advantage.
• Strong analytical skills, attention to detail, responsibility, proactivity, ability to multitask, punctuality.
