The International Commission on Missing Persons (ICMP) is a treaty-based intergovernmental organization with Headquarters in The Hague, the Netherlands. Its mandate is to secure the cooperation of governments and others in locating missing persons from conflict, human rights abuses, disasters, organized crime, migration, and other causes and to assist them in doing so. The International Commission on Missing Persons (ICMP) is implementing a multi-year program to assist Ukraine authorities to develop a sustainable process of accounting for missing persons and to ensure the rights of families of the missing are secured. As part of this work, the ICMP signed a Memorandum of Cooperation (MoC) with the Ministry of Health (MoH) of Ukraine. Under this MoC, the ICMP aims to provide assistance in the fields of forensic genetics and forensic examination by providing mutual assistance in expert activities, in particular technical and other means for conducting forensic examinations in order to identify missing/unidentified bodies and provide relevant forensic medical information for court purposes.
Purpose of the Activity
Post-mortem computed tomography (PMCT) is increasingly used in forensic investigations to support non-invasive post-mortem examination, trauma documentation, disaster victim identification (DVI), and human rights investigations. To strengthen technical capacity and ensure adherence to international forensic standards, the ICMP seeks to engage a qualified forensic expert/s to design and deliver specialized training in PMCT for a small (up to 10) group of forensic specialists.
Main Duties and Responsibilities
Relevant forensic experts are sought to enhance the technical and interpretive capacity of forensic professionals in the application of PMCT for medico-legal and identification purposes.
Specific objectives are to work with Ukrainian forensic experts and:
- Monitor and mentor PMCT processes
- Review workflow that integrates PMCT into existing forensic workflows to ensure efficiency
- Improve competency in PMCT image acquisition, interpretation, and reporting
- Review post-mortem scanning protocols and refine/adapt as required
Key Skills/Qualifications
- Medical degree and/or advanced degree in forensic science, radiology, or a related field.
- At least 5 years demonstrated professional experience in PMCT in forensic contexts.
- Experience using a CANON CT SCANNER Aquilion Prime SP TSX-303B and Vitrea workstation.
- Proven experience delivering technical training to forensic practitioners.
- Strong knowledge of international forensic standards and best practice as related to post-mortem imaging.
- Excellent communication and teaching skills
- Ability to work with interpreter/translators.
Duration
First planned training will be held in Ukraine between 16 to 20 November 2026. Should you wish to be considered for the first planned training, please submit your application no later than 31 July 2026.
Key Deliverables for the First Planned Training

Prepare and deliver training materials (e.g., presentations, case examples, image datasets, exercises, and reference materials)
- Deliver a report outlining activities undertaken, participant engagement, and recommendations.
The ICMP will provide the consultant with relevant background information needed to assist in developing the training.
The contractual details will be agreed with the successful candidate after the completion of the recruitment process.
