About the Position
East Europe Foundation announces a competition for the position of Financial Work Economist in the Procurement Department. The role is based in Kyiv, Ukraine, with a start date in June 2024. The position is full-time, with a work format that combines offline and online activities.
Scope of Work and Responsibilities
- Support project activities in terms of contracts with experts/contractors/service providers.
- Monitor the fulfillment of such contracts’ terms.
- Control the timely submission and accounting of documents.
- Prepare payment requests.
- Compile the payment register.
- Communicate with contractors/service providers.
- Create and adjust the payments plan for the periods.
- Control the justification of payments.
- Plan/fact analysis following the approval of expenses/conclusion of new contracts/payments.
- Control the accounting of project balances in terms of Budget details, providing daily updates.
- Support external audit.
- Provide documentary support of the procurement process, in accordance with the policies and procedures of EEF.
- Prepare various types of contracts, such as: agreements with service providers, experts, consultants, etc.
- Perform other department tasks within the project’s implementation according to the Management’s requests and EEF’s needs.
Requirements
- Exceptional level of self-organization; an independent and result-oriented approach, and a desire to learn.
- Skills in effective communication and negotiation.
- Ability to work in a team, be moderate and diligent in performing tasks.
- Ability to adapt well to changes and successfully establish and adjust priorities as needed.
Required Qualifications and Experience
- Experience working with a large volume of primary documentation.
- Experience controlling compliance with the terms of contracts with service providers.
- Experience working with a large array of data and the ability to process and analyze it operatively.
- Experience in budgeting, planning expenses by items, and controlling targeted use of funds.
- Higher education in economics and/or related specialties.
- 5 years of confirmed experience in procurement and contract administration.
- Experience in the private sector and/or international organizations.
- PC and MS Office skills; knowledge of accounting systems will be an advantage.
- Proficiency in Ukrainian and English.
- Knowledge of the legislation on economic contracts and their conclusion.
