About the Position

Gender Adviser (S3)

The OSCE Mission in Kosovo is seeking a Gender Adviser (S3) to focus on gender equality and mainstreaming within the organization. This role is based in Prishtine / Pristina, KOS.


Responsibilities

Under the direct supervision of the Head of Office of Strategic Co-ordination and in coordination with the Deputy Head of Mission (DHoM), the successful candidate will be tasked with the following duties:

Internal Gender Mainstreaming

  • Providing strategic policy advice on integrating gender equality and gender mainstreaming across the Mission’s internal policies, practices, and operational frameworks.
  • Conducting and maintaining an in-depth baseline analysis of the Mission’s performance and institutional capacity on gender equality and gender mainstreaming.
  • Developing and periodically updating the 3-year Mission-specific Gender Mainstreaming Strategy.
  • Supporting the development and implementation of the annual Mission Gender Action Plan.
  • Co-ordinating and providing technical guidance to the Gender Focal Point Support Network (GFPSN).
  • Identifying institutional training needs on gender mainstreaming and equality and designing and delivering capacity-building sessions for Mission staff.
  • Conducting periodical assessments, preparing analytical briefings, reports, and updates on the implementation of OSCE gender commitments and internal gender mainstreaming initiatives.
  • Facilitating knowledge-sharing and institutional learning on gender equality.

Programmatic Gender Mainstreaming

  • Providing strategic and technical guidance to programme units to ensure the integration and application of gender perspectives and analysis in the design, implementation, monitoring, and evaluation of Mission programmes and projects.
  • Reviewing project proposals and programme documents from a gender equality perspective.
  • Promoting the integration of gender-responsive performance indicators, monitoring frameworks, and reporting mechanisms in Mission programmes and projects.
  • Supporting the establishment and maintenance of external partnerships and close coordination with local counterparts, international community representatives, civil society, and other stakeholders to advance gender equality outcomes within Mission programming.

Requirements

Mandatory

  • Second-level university degree (Master's) in gender studies, social sciences, political sciences, international relations, public policy, law, or other relevant fields.
  • Minimum 6 years of relevant, diversified, and progressively responsible professional experience in gender equality and gender mainstreaming.
  • Demonstrated international field experience addressing gender equality and women’s empowerment issues within the OSCE region.
  • Professional fluency in English, with excellent analytical, drafting, and reporting skills.
  • Strong understanding of participatory and inclusive approaches to policy and programme development, project cycle management, and integration of gender mainstreaming throughout the entire process.
  • Proven ability to design and facilitate complex learning processes, capacity-building, and training initiatives related to gender equality and gender mainstreaming.
  • Strong communication, analytical, and problem-solving skills, as well as demonstrated initiative and sound professional judgment.
  • Ability to effectively use standard computer applications, including MS Word, PowerPoint, and email.
  • Demonstrated ability to work effectively in diverse teams, showing cultural sensitivity, integrity, and respect for different backgrounds, genders, and perspectives while maintaining impartiality and professionalism.

Desirable

  • Previous working experience in South Eastern Europe.
  • Knowledge of any local language(s) spoken in the Mission area.
