About the Position

Job Title: Gender Equality Technical Specialist (GE)

Project Name: Field Support Services Project (FSSP), Tanzania/Zambia

Job Type: Consultant

Location of Position: Based in Lusaka, with responsibilities extending to all geographic areas across Zambia (Zambia Police Service Directorates)

Reporting to: FSSP Manager. The Consultant will work closely with High Commission of Canada Senior Liaison Officer in Zambia.

Remuneration: Fees are subject to negotiation and shall not exceed established market rates.

Time Frame: Fixed term of (1) year – with up to 40 hours per month

Citizenship/Location: A Zambian citizen, based in Lusaka.

Language Requirements: Fluency in spoken and written English.

Commencement Date: July 2026

About the Role

The Gender Equality Specialist will support the Gender office in advancing Gender equality and mainstreaming within the Zambia Police Service (ZPS). This includes contributing to the development, review, implementation, and audit of key gender equality documents; building and strengthening the technical capacity of ZPS leadership to effectively implement and manage gender issues within their directorates; and supporting Gender issues sensitization across the ZPS units and staff.

Responsibilities

  • Policy Implementation: Standard Operating Procedures and guidelines: Contribute to the analysis, planning, implementation, monitoring, and coordination of ZPS gender equality programming and policy dialogue in Zambia.
  • Provide expert advice to Canada and the Government of Zambia to support the effective design and implementation of gender equality policies and programs within the ZPS.
  • Support the Gender Equality capacity building training for staff and leadership and provide mentorship on Women’s Leadership and career growth within the ZPS.
  • Support the design and implementation of monitoring, evaluation, and audit processes related to gender equality programming within the ZPS.
  • Monitor gender equality policies, strategies, and ongoing initiatives led by the Government of Zambia and other development partners.
  • Support the review of complaint systems, survivor support and participate in policy dialogue platforms, working groups, and technical committees to foster alignment around gender equality priorities and facilitate knowledge exchanges, including identifying opportunities for collaboration.
  • Support the development of Safeguarding, digital and workplace protection policy within the ZPS.

Required Qualifications and Experience

  • Minimum of a bachelor’s degree in Gender Studies, Sociology, International Development, Social Sciences, or a related field (essential). A master’s or PhD degree or specialized training in gender equality or feminist policy analysis is considered an asset.
  • A minimum of five (5) years of cumulative, full-time, professional work experience in roles related to gender equality, women’s empowerment, or mainstreaming gender in development programming.

Specific experience required for the role:

  • Supporting or advising on gender equality programming within the Police service gender desks, government, donor-funded projects, or civil society organizations.
  • Conducting gender analysis, developing gender-sensitive indicators, and integrating gender considerations into policy and program design.
  • Engaging in policy dialogue and coordination platforms focused on gender equality and social inclusion.
  • National gender policies and legal frameworks in Zambia.
  • International gender equality standards, instruments, and best practices (e.g., CEDAW, SDG 5, OECD Gender Equality Marker).
  • Feminist approaches to development, intersectionality, and inclusive programming.
  • Results-based management frameworks.
  • Familiar with the security dynamics, especially the police bureaucratic nature.

Skills and Competencies

  • Ability to liaise effectively with stakeholders such as Police units, government officials, development partners, the private sector, and civil society.
  • Strong research, analytical, and writing skills, and ability to synthesize and present information and advice in a coherent and organized fashion.
  • Strong in-person communication and presentation skills.
