About the Position

We are seeking a Główny Specjalista w dziale Zamówień Publicznych i Zakupów to manage public procurement processes in our research and development institute.

Responsibilities

• Independently prepare and conduct public procurement procedures in accordance with the Public Procurement Law and internal regulations of the Institute.
• Prepare and verify procurement documentation, including SWZ, OPZ, contract drafts, announcements, and notifications.
• Coordinate procurement procedures in collaboration with subject matter experts and the Public Procurement and Purchasing Department.
• Conduct electronic procurement procedures, including the use of the e-Procurement Platform.
• Monitor the timeliness and correctness of procurement procedures.
• Participate in tender committees and verify contractor offers and documentation.
• Monitor changes in public procurement regulations and implement them in the Institute's activities.
• Support Institute employees in the proper preparation and execution of public procurements.
• Assist in preparing the Institute for public procurement audits.
• Identify risks and irregularities in procurement procedures and propose corrective actions.
• Support the Department Head in organizing and coordinating the public procurement area.

Requirements

• Higher education, preferred fields: law, administration, economics.
• Minimum 3-4 years of professional experience in public procurement, including independent conduct of procedures.
• Excellent knowledge of the Public Procurement Law and its application practices.
• Experience in preparing and conducting procurement procedures for supplies, services, and construction works.
• Experience in working in the public finance sector or a research and development unit.
• Familiarity with electronic tools used in the public procurement process, particularly the e-Procurement Platform.
• Ability to prepare and verify tender documentation.
• Highly developed analytical and organizational skills.
• Knowledge of public procurement, with a focus on the R&D sector.
• Ability to collaborate with academic staff and technical departments.
• Independence, responsibility, and high work ethic.

Nice to Have

• Postgraduate studies or certificates in public procurement.
• Experience in implementing procurements in EU-funded projects, including research projects and structural funds.
