About the Position
Order of 18.02.2021 № 130 On the need for appointment to a vacant position of public service category “B” for the period of quarantine
We are seeking a Head of Department for De-Occupation and Reintegration to lead strategic planning and European integration efforts in temporarily occupied territories of Ukraine.
Responsibilities
- Manages the work of the department, bears personal responsibility for the results of its activities, high-quality and effective performance of assigned tasks.
- Ensures analysis of security problems and effectiveness of implementation of the directions of activity of the Ministry of Internal Affairs in the field of de-occupation and reintegration of temporarily occupied territories.
- Organizes measures to ensure the formation of state policy in the field of de-occupation and reintegration of temporarily occupied territories.
- Provides coordination and control over the implementation by structural units of the Ministry of Internal Affairs, National Guard of Ukraine, central executive bodies, requirements of legislation and regulatory legal acts relating to de-occupation and reintegration of temporarily occupied territories of Ukraine.
- Makes proposals for the formation of goals and priorities of the Ministry of Internal Affairs in the field of de-occupation and reintegration of temporarily occupied territories.
- Submits proposals for improving the activities of the central executive bodies and National Guard of Ukraine, their territorial bodies, enterprises, institutions and organizations in the field of de-occupation and reintegration of temporarily occupied territories.
- Organizes work on the development of draft regulations on the formation of state policy in the field of de-occupation and reintegration of temporarily occupied territories.
- Participates in the elaboration and implementation of professional expertise of draft regulations developed by the bodies of the Ministry of Internal Affairs system and submitted for approval of the Minister, as well as draft regulatory acts developed by Ministries, other central executive bodies and submitted for approval to the Ministry of Internal Affairs or central executive bodies.
- Organizes monitoring of the information environment of the temporarily occupied territories to identify existing information challenges and threats in the sphere of public security and public order, civil protection, state border security and migration processes.
- Provides the preparation of materials for the prompt informing of the leadership of the Ministry of Internal Affairs about events that can cause a significant public resonance, carry a potential threat to law order, human security, society and the state from the temporarily occupied territories.
- Promotes the implementation of a unified state policy aimed at achieving equal rights and opportunities for women and men within their powers.
- Considers appeals and requests of individuals and legal entities, appeals and requests of People's Deputies of Ukraine and their timely processing in the manner and time specified by the legislation of Ukraine.
Requirements
- Education: Higher education with an educational degree not lower than a master's degree.
- Work experience: Experience in public service positions of categories “B” or “C” or experience of service in local self-government bodies, or experience in managerial positions of enterprises, institutions and organizations, regardless of the form of ownership for at least two years.
- Proficiency in the state language: Fluency in the state language.
We Offer
- Official salary according to the staffing table in the amount of 13,700 hryvnia.
- Increase to the official salary by rank in accordance with the resolution of the Cabinet of Ministers of Ukraine of January 18, 2017 No. 15 “Issues of remuneration of employees of state bodies” (with amendments).
- Other allowances, surcharges and bonuses - in accordance with Article 52 of the Law of Ukraine “On Civil Service”.
