About the Position
Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the Country Office to fill the position of the Head of Financial Contract Management (full-time, Kyiv).
Responsibilities
- Ensuring the quality, efficiency, and economics of administrative and commercial support processes in the areas of financial contract management in S/4HANA.
- Ensuring compliance with company-wide procedures (P+R), country-specific guidelines, and national legal requirements.
- Management of employees (range 7-9) in accordance with GIZ management principles and guidelines to promote a sense of corporate identity, enable employees to carry out tasks independently, and create scope for creativity and innovation.
- Introducing and disseminating new policies, rules, and guidelines relating to administrative procedures respecting the standards in S/4HANA.
- Ensuring an efficient and effective interface management through regular knowledge transfer and contact with employees in the clusters and HQ.
- Representation of the unit vis-à-vis business partners, internal customers, and external auditors.
- Cooperation and regular exchange with Procurement Team and Accounting (Financial Operations) Team to align policies and processes.
- Coordinating and securing internal control activities within the portfolio of GIZ Ukraine.
Tasks
Coordination Tasks
- Advises the management of the GIZ Country Office on questions relating to financial contract management.
- Cooperates with neighboring teams for accounting and procurement.
- Cooperates with finance managers of clusters.
Managerial Responsibility
- Is responsible for the smooth processing of the business area.
- Manages all staff reporting to him/her/them (7-9 employees) in accordance with GIZ management principles and guidelines.
- Is responsible for recruiting, selecting, grading, and planning the assignment and development of staff members of his/her/their team.
- Is responsible for monitoring and managing staff ensuring efficiency in the process.
- Carries out annual staff assessment and development talks for staff members of his/her/their team.
Content-related Tasks
- Ensures efficient, quality-assured processes within the standards of S/4HANA.
- Checks the documents for completeness and contractual conformity.
- Ensures verification of business partner master data (e.g., bank details, name, and address).
- Ensures arithmetical verification and review of receipts for payment for contracts and procurements.
- Ensures invoice verification and document verification for construction invoices and, in specific cases, eventually prepares construction-specific accounting sheets for each payment.
- Conducts communication with contractors.
- Ensures checking and updating accounting data in S/4 entered with procurement.
- Ensures/supports proper filing (electronic and hard copies).
- Supports providing advice to recipients of Local Contribution Agreements.
- Conducts assessment of commercial processing experience (KEP).
- Checks the expenditure list for Local Contributions.
- Supports in audit processes for projects, Country Office, and HQ.
- Provides expert input on contract drafting, billing modalities, tax issues, etc.
- Manages and secures the annual Internal Control activities in line with P+R.
- Ensures internal and external networking between different teams.
- Thinks and acts outside the boundaries of the immediate team.
- Formulates solutions for exceptional or complex issues and fundamental issues relating to the section.
- Develops themes and instruments in his/her working area and incorporates these into the overall context.
- Assigns and conducts trainings in the area of responsibility.
- Proposes and decides on solutions for non-standard, justified cases.
Other Duties / Additional Tasks
- Integrates colleagues from other teams including cluster service units into IC activities.
- (Pro)actively participates in regular meetings with finance managers and finance/procurement teams.
- Performs other duties and tasks at the request of management.
Requirements
Education / Training
- MSc/MBA/master’s degree in finance, accounting, business administration, or a similar area.
Professional Experience
- At least 5 years’ experience in business process or change management.
- At least 3 years’ experience as an internal controller or auditor.
- Specific knowledge in the legal requirement for invoicing of services and procurement in Ukraine.
- At least 3 years’ experience in a leading function.
IT Knowledge
- Profound knowledge of MS Office package.
- Knowledge of and experience with SAP system.
Language Qualifications
- Very good English knowledge in speaking and writing.
- Native speaker of Ukrainian.
- German knowledge is an advantage but not a must.
Other Competences
- Good communication skills.
- Strong analytical, statistical, and problem-solving skills.
- Ability to recognize sensitive issues and timely, confidential communication.

Employment Conditions
Full-time position with a 40-hour working week. Place of assignment is Kyiv. Starting as soon as possible. The contract duration will be 12 months with the possibility of prolongation.
