HR Manager

About the Position

Lviv IT Cluster is the largest tech business association in Ukraine, bringing together more than 300 of the country’s most successful IT companies and over 100,000 tech professionals. We create opportunities for industry growth, drive innovation, and advocate for the interests of the IT business community. We are currently looking for an HR Manager who will develop and implement an effective HR strategy aligned with the association’s goals and take ownership of all HR processes - from recruitment to offboarding.

Responsibilities

• Manage the full recruitment cycle (from gathering hiring requirements with hiring managers to pre-onboarding)
• Support onboarding, probation period, and offboarding processes
• Coordinate the Performance Evaluation (PE) process
• Administer the Learning & Development (L&D) program
• Organize HR events and team-building activities
• Partner with managers to address HR-related needs within their teams when required
• Administer the HRM system
• Review and improve existing HR processes when needed
• Conduct one-on-one meetings, facilitate conflict resolution, and support team communication when necessary
• Manage internal team communications (written and verbal)
• Own and manage the HR budget

Requirements

• Has 3+ years of experience managing the full HR cycle, from recruitment to offboarding
• Has experience building or redesigning Performance Evaluation (PE) processes in companies with 50–70 employees
• Possesses a business-oriented mindset and can balance business objectives with team needs
• Has excellent communication skills and the ability to build effective relationships with various stakeholders
• Is flexible, adaptable, and capable of prioritizing tasks effectively
• Has strong written and spoken Ukrainian language skills

Nice to Have

• English proficiency at B1 (Intermediate) level or higher
• Experience organizing HR events in collaboration with external vendors
• Experience managing HR budgets, including planning, tracking, and reporting

Other Important Details

• Full-time employment
• Working hours: 10:00 AM – 7:00 PM, Monday to Friday
• Hybrid work format (after the probation period)
• Office location: 3 Ulasa Samchuka Street, Lviv
