About the Position

Human Resources Operations Associate (G6)

The OSCE Programme Office in Bishkek (POiB) is seeking a Human Resources Operations Associate (G6) to support HR and payroll processes, ensuring compliance with OSCE regulations. This role is located in Bishkek, Kyrgyzstan.

Responsibilities

Under the supervision of the Human Resources Officer (P2), the HR Operations Associate will be responsible for:

  • Payroll Administration: Managing monthly payroll, ensuring compliance with OSCE regulations, and resolving discrepancies.
  • Recruitment and Selection: Coordinating recruitment processes, preparing vacancy notices, and conducting interviews.
  • Contractual and Personnel Matters: Maintaining personnel records, monitoring contract status, and coordinating transfers and separations.
  • Performance Management and Learning and Development: Coordinating onboarding, performance management, and learning and development activities.
  • Guidance and Support: Providing procedural guidance and administrative support to managers and mission members on HR policies and workflows.
  • Operational Backstopping: Ensuring continuity of HR services during the absence of the Human Resources Officer.

Requirements

  • Completed secondary education with specialized training or formal studies in human resources, payroll, administration, management, business administration, or related fields.
  • Minimum six (6) years of working experience in human resources or administration, preferably in an international environment.
  • Advanced computer literacy with practical experience in Microsoft Office applications. Experience with ERP software is an asset.
  • Excellent spoken and written communication skills in English and Russian/Kyrgyz languages.
  • Demonstrated gender awareness and sensitivity.
  • Ability to work in a diverse team environment.
