Humanitarian Mine Action Supervisor (Demining Supervisor)

Danish Refugee Council (DRC) is a leading protection agency with a mandate to protect, advocate and promote durable solutions for displacement-affected populations.

DRC has been operating in Ukraine since 2014, currently employing over 750 staff in Ukraine and implementing emergency response in the Protection, Livelihoods, Shelter/NFIs, and Humanitarian Disarmament and Peacebuilding (humanitarian mine action) sectors. With the outbreak of the conflict in February 2022, DRC has shifted its programming to emergency response to meet the urgent needs of conflict-affected populations in the country.

DRC is currently looking for a Humanitarian Mine Action (HMA) Supervisor (Demining Supervisor) in Mykolaiv.

Responsibilities

Reporting directly to the Technical Field Manager, the Demining Supervisor shall:

  • Supervise Manual Mine Clearance / Battle Area Clearance DRC HMA Teams.
  • Support Technical Field Manager / Technical Advisors and Quality Management unit in refresher training to Manual Mine Clearance / Battle Area Clearance team when necessary.
  • Provide administrative, welfare, and disciplinary supervision of all DRC HMA team members.
  • Represent the teams at all coordination meetings, providing feedback as necessary.
  • Conduct daily meetings with the teams to plan operational activities.
  • Report on Manual Mine Clearance / Battle Area Clearance materials and equipment to the Technical Field Manager.
  • Send daily reports to Technical Field Manager.
  • Ensure that all operational equipment and running supplies and stock in the field are replenished on a timely manner.
  • Report any damages, malfunction, or loss of any equipment.
  • Report to the fleet management any vehicle breakdown and unserviceability.
  • Be familiar with International Mine Action Standards, National Mine Action Standards, and HMA Standard Operating Procedures and procedures in relation to Non-Technical Survey/Technical Survey / Manual Mine Clearance / Battle Area Clearance.
  • Be overall charge of all clearance operations in the field locations.
  • Carry out any other responsible task as directed by HMA Technical Field Manager and Technical Advisors.
  • Be responsible for submitting logistical requests to the Supply Chain with the minimum of 2 weeks’ notice for procurement.
  • Once per month conduct Quality Control of three percent of the subsurface cleared area.

Requirements

Required:

  • EOD L3 Qualification
  • Deminer Qualification
  • Training of Trainers Qualification
  • Team Leader Qualification
  • Understanding of Information Management System for Mine Action and HMA clearance reporting process
  • Demonstrating full understanding of land release process
  • Understanding recruitment process and understanding of a Non-Governmental Organization procurement procedure.
  • Good working knowledge of Ukrainian and moderate English Language
  • Driving license category B
  • At least 3 years of constant driving experience with manual and automatic transmission

Desirable:

  • Leading clearance operations with Mechanical Assets
  • Drone pilot qualification
  • Non-Technical Survey Qualification
  • English language Qualification
  • To have full understanding of Non-Technical Survey activities
  • Experience in dealing with National Mine Action Authority and other HMA stakeholders
