About the Position
We are seeking an International Expert on E-commerce to conduct a three-day training for the Agency for Innovation and Digital Technologies in Dushanbe, focusing on e-commerce, digital trade, and digital economy.
Responsibilities
Under the overall supervision of the Economic Officer, the successful candidate will be tasked with the following duties:
- Reviewing relevant national strategies, policies, legislation, and institutional frameworks related to e-commerce, digital trade, digital economy, customs, taxation, consumer protection, logistics, digital payments, cybersecurity, and SME development (5 days);
- In cooperation with the line state agency adapting the training content to the institutional needs and knowledge level of participants (4 days);
- Preparing comprehensive training materials for three days by covering the key dimensions of e-commerce ecosystems and governance (2 days);
- Conducting a 3 days training and ensure the training is adapted to the context and responsibilities of government officials working on e-commerce and digital economy issues in Tajikistan (5 days, including trip);

- Conducting pre-and-post evaluation exercise to assess participants’ learning outcomes by adding it in the comprehensive report upon completion of the assignment (2 days);
- Completing the final report and recommendations (2 days).
Requirements
- Advanced university degree (Master’s degree or higher) in International Trade, Economics, Business Administration or other related fields;
- At least 7 years of progressive professional experience in e-commerce, digital trade, digital economy policy, ICT regulation, or related fields;
- Proven experience of working with state agencies, government institutions and public sector;
- Experience in designing and delivering capacity-building programs, workshops, or executive-level trainings for government officials and policymakers;
- Understanding of international frameworks and best practices related to UN WTO, UNCITRAL instruments on e-commerce, cybersecurity and data governance would be considered as an asset;
- Excellent communication skills and teamwork;
- Advanced skills in Microsoft Office applications and online databases;
- Professional fluency in Russian and English, knowledge of Tajik is an advantage but is not mandatory.
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
- Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
We Offer
Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
