Job Description, Responsibilities & Requirements
About the Position
We are seeking an International Expert on Private Recruitment Agency Management for a three-day training course in Dushanbe, Tajikistan.
Responsibilities
- Reviewing relevant national strategies, policies, legislation, and institutional frameworks related to labour law, migration, social security, and economic rights governing Private Recruitment Agencies (3 days).
- Developing a training methodology and agenda tailored to the local context and participant profiles in cooperation with the line state institution (3 days).
- Preparing comprehensive training materials covering prevention of fraud, exploitation, and abusive recruitment practices (2 days).
- Conducting interactive training sessions for junior-to-middle level officials and state migration service office officials working with Private Recruitment Agencies (5 days, including trip).
- Providing technical guidance and recommendations to participants concerning gender-sensitive approaches, digital tools, and modern recruitment systems and monitoring (1 day).
- Conducting pre-and-post evaluation exercises to assess participants’ learning outcomes and including them in the comprehensive report upon completion of the assignment (4 days).
- Completing the final report and recommendations (2 days).
Requirements
- Advanced university degree in Demography, Labour Migration Studies, Public Policy, or other related fields.
- At least 7 years of progressive professional experience in labour migration and recruitment systems, preferably in multiple countries.
- Proven expertise in the management and operation of Private Recruitment Agencies (Private Employment Bureau).
- Experience in designing and delivering capacity-building programs, workshops, or executive-level trainings for government officials and policymakers.
- Experience in the application of ethical recruitment and international labour standards.
- Excellent communication skills and teamwork.
- Advanced skills in Microsoft Office applications and online databases.
- Professional fluency in Russian and English; knowledge of Tajik is an advantage but is not mandatory.
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.
- Ability and willingness to work as a member of a team, with people of different cultural, religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

- Remuneration based on the selected consultant's/expert's qualifications, experience, the tasks, and deliverables for this position and in accordance with the OSCE established rates.
