About the Position

Key Expert on Bioeconomy (Key Expert 5)

We are seeking a Key Expert on Bioeconomy to provide strategic and technical support for climate action and resilience in Latin America and the Caribbean.

Responsibilities

  • Provide strategic and technical support in the design, revision, and implementation of national and subnational adaptation strategies ensuring alignment with national climate goals.
  • Promote the integration of Nature-based Solutions (NbS) into public planning and budgeting, including for urban and rural resilience, ecosystem restoration, watershed management, and disaster risk reduction.
  • Support the mainstreaming of climate risk, ecosystem services valuation, and co-benefits into climate adaptation and resilience projects and policies.
  • Design and deliver capacity development measures (e.g., training, technical assistance, and peer learning exchanges) on ecosystem-based adaptation, water governance, integrated risk management, and resilient infrastructure planning.
  • Co-develop scalable and replicable pilot projects in ecosystem-based adaptation, climate-resilient agriculture, providing technical input on project structuring, feasibility studies, and climate risk assessments.
  • Support access to and mobilization of climate and natural capital finance, including natural capital accounting, NbS investment plans, and identification of de-risking instruments and blended finance mechanisms tailored to adaptation interventions.
  • Ensure mainstreaming of gender equality, Indigenous inclusion, and social equity in the design and delivery of activities, as well as contributions to monitoring, reporting, and regional knowledge management.
  • Engage with Indigenous Peoples and local communities (IPLCs) to promote and incorporate traditional knowledge systems in adaptation and resilience governance.
  • Contribute to future-oriented planning processes, including promoting the resilience of water infrastructure, early warning systems, climate-smart watershed governance, and integration of climate risk in land-use and investment planning.

Requirements

  • University degree (PhD – 10 points, master’s level – 8 points, bachelor’s level – 3 points) in Disaster Risk Management, Biology, Ecology, Earth Sciences, Resource Management, Environmental Engineering, Integrated Water Management, Climate Change, or Geography. Comparable degrees may also be eligible if relevant to the assignment.
  • 10 years of professional experience in climate change adaptation and resilience.
  • 10 years of professional experience in designing, implementing, or advising on climate change adaptation strategies or disaster risk reduction (DRR) plans, integrating nature-based solutions (NbS) and/or ecosystem-based adaptation approaches or green infrastructure solutions.
  • 5 years of professional experience in adaptation finance.
  • 5 years of professional experience in designing and delivering capacity development measures, technical assistance, or peer learning on adaptation and resilience-building.
  • 7 years of professional experience in South America, the Caribbean, and/or Central America (in accordance with UN DESA Statistics Division).
  • 7 years of professional experience in three countries outside Europe.
  • Knowledge of English C1-level and Spanish C1-level in the Common European Framework of Reference for Languages.

About the Project

Project Aim:

The overall objective of the contract is that selected countries in LAC have introduced the implementation of transformative approaches to climate action, adaptation to climate change, and biodiversity conservation.

Structure:

  • The political and institutional framework conditions are geared towards the implementation of transformative measures for climate action, adaptation to climate change, and the preservation of biodiversity.
  • Scalable transformative measures for climate action, adaptation to climate change, and the preservation of biodiversity are available.
  • Regional cooperation at political and technical levels on climate action, adaptation to climate change, and biodiversity conservation has been strengthened.
