About the Position
Legal Officer (S)
The OSCE Secretariat in Vienna is seeking a Legal Officer for its Office of Legal Affairs (OLA). This position is open for secondment only, and participating States are responsible for covering all related costs. The role corresponds to a P3-level position in the UN common system.
Responsibilities
- Provide expert and timely legal advice on the interpretation of the regulatory framework of the Organization, including Financial and Staff Regulations, Rules, Instructions, and other administrative issuances.
- Prepare drafts and review proposed amendments to the regulatory framework and other administrative issuances.
- Offer expert and timely legal advice on multi-disciplinary, complex, and novel legal issues relating to the function of the Organization.
- Advise on the drafting, negotiation, and interpretation of legal instruments, including international agreements and arrangements.
- Provide legal advice on contractual matters, including dispute resolution, intellectual property rights, insurance, and data protection.
- Conduct legal research and analysis for the preparation of legal opinions, studies, reports, or correspondence.
- Perform other duties as assigned.
Requirements
- A first-level university degree (Bachelor's or equivalent) in Law is required.
- A second-level university degree would be desirable.
- A minimum of seven years (five with a second-level university degree) of progressively responsible professional-level experience in law, including legal analysis, research, and writing, with at least one year in international organizations.
- Proven knowledge of the legal frameworks of international organizations.
- Professional fluency in English with excellent communication (both oral and written) skills.
- Working knowledge of at least one other language from the OSCE region is an asset.
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.
- Ability and willingness to work as a member of a team, with people of different cultural, religious backgrounds, genders, and political views, while maintaining impartiality and objectivity.
- Computer literate with practical experience using Microsoft applications.

About the Company
The Office of the Secretary General (OSCE) in Vienna assists the Chairpersonship in its activities and provides operational and administrative support to the field operations and other institutions. The Office of Legal Affairs (OLA) provides legal services OSCE-wide with respect to public international law, internal justice matters, financial and contractual matters, and legal issues related to the structure and activities of the OSCE.
