Legal Support Expert for the Reform of the State Service of Maritime and Inland Water Transport and Shipping of Ukraine

About the Position

East Europe Foundation, in collaboration with the State Service for Maritime, Inland Waterway Transport and Shipping of Ukraine, within the framework of the Digital Transformation Activity, is seeking a talented Legal Support Expert to reform the industry ("enhancement of registers and information and communication systems in the fields of maritime and inland water transport and shipping" or "reengineering of registration services in the fields of maritime and inland water transport and shipping").

Employment Term: Until the end of 2024 with a possible extension.

Work Format: Hybrid (offline and online).

Main Tasks and Responsibilities

• Analyze the regulatory acts of Ukraine, international treaties, and acts of the European Community to ensure the modernization of the State Ship Register of Ukraine and other information and communication systems in the fields of maritime and inland water transport and shipping.
• Prepare proposals for normative and legal regulation, modernization of the State Ship Register of Ukraine and other information and communication systems in the fields of maritime and inland water transport and shipping, reengineering of services provided through them, as well as creation of analytical materials with risk assessment of their adoption and implementation.
• Draft laws to amend the Merchant Shipping Code of Ukraine, the Laws of Ukraine “On Transport” and “On Inland Water Transport”, and acts of the Cabinet of Ministers of Ukraine.
• Communicate with stakeholders of the regulatory development process.
• Participate in working groups, meetings, and seminars.
• Prepare information and analytical materials for events, reports, and presentations.
• Take part in the formulation of technical requirements for the creation and/or modernization of information systems required for project implementation.

Candidate Requirements (Desired Skills and Experience)

• A university degree in law and at least 5 years of experience in the legal field. Understanding the legal framework of the State Service of Maritime and Inland Water Transport and Shipping of Ukraine.
• Experience in drafting legal acts and knowledge of rulemaking techniques.
• Work experience with government agencies (clarifying requirements, making presentations).
• Knowledge of English will be an advantage.
• Strong analytical skills, attention to detail, responsibility, proactivity, ability to multitask, punctuality.
