About the Position
We are seeking a Liaison Officer for Jamaica to support the Green Climate Fund's (GCF) climate action initiatives, focusing on monitoring and evaluation. This role is pivotal in bridging GCF and national institutions to unlock transformative climate investments.
Responsibilities

Country Programme
- Support the development of the Jamaica country programme with GCF.
- Assist the National Designated Authority (NDA) in coordinating consultative processes to identify key areas for results.
- Assist in identifying potential partners for the implementation of the Country Programme.
- Facilitate and assist the NDA in the implementation of the country programme, including annual reporting and identifying challenges and opportunities.

Readiness
- Provide support to the Programme Coordination, Monitoring & Evaluation Officer in the NDA office.
- Assist the NDA in facilitating stakeholder engagement through transparent and effective communication.
- Support the NDA and relevant agencies with adaptive management requests.
- Contribute to midterm reviews of readiness activities and provide input for adjusting initial Terms of Reference (TORs) as needed.

Pipeline Development, Implementation, Monitoring, and Reporting
- Support the NDA to develop and implement a Monitoring, Evaluation, and Learning Plan for all GCF projects.
- Contribute to capacity-building by imparting skills and knowledge to the NDA and relevant stakeholders.
- Assist the NDA in the development of project ideas, concept notes, and funding proposals.
- Support the NDA in maintaining regular communication with accredited entities and reporting to the GCF Secretariat.
Requirements

Qualifications
- University/tertiary level degree in climate change/environmental science, climate economics/finance, engineering, project finance, or a closely related discipline.
- Minimum of 7 years of experience with an undergrad/tertiary degree, or 3 years with a Master or higher degree.
- At least three (3) years of work experience in Result-Based Management, M&E, project performance indicator development and monitoring, impact evaluation, social analysis, qualitative and quantitative research, development of gender-responsive indicators, and project implementation.

Skills
- In-depth understanding of the national institutional/local context and ability to engage with and foster cooperation among a broad range of stakeholders and diverse groups.
- Demonstrated excellent communication skills, both written and oral, complemented by outstanding presentation abilities.
- Fluency in English is required; knowledge of local languages or other United Nations languages is highly desirable.
- Ability to work effectively in a multicultural and multidisciplinary environment, demonstrating cultural sensitivity and adaptability.
- Strong commitment to ethical standards, including integrity, transparency, and accountability in all professional activities.
We Offer
- Location: Kingston, Jamaica
- Assignment Duration: 11 months and 29 days, with the possibility of extension based on performance evaluation and available funding.
- Daily Rate: USD 218
