Liaison Officer for Seychelles

About the Position

The Green Climate Fund (GCF) is seeking a Liaison Officer for Seychelles to support climate action and finance initiatives. This role is pivotal in bridging the GCF and national institutions to unlock transformative climate investments. The GCF Liaison Officer will be based in Mon Fleuri, Mahé, Seychelles, and will operate from the offices of the National Designated Authority (NDA).

Responsibilities

• Country Programme

  • Support the development of Seychelles country programme.
  • Assist the NDA in coordinating consultative processes to identify key areas for results.
  • Assist in the process of identifying potential partners for the implementation of the Country Programme.
  • Assist in the development and review of country programme drafts.
  • Facilitate and assist the NDA in the implementation of the country programme.

• Readiness

  • Engage/assist the NDA in co-developing draft TORs for readiness support.
  • Support capacity and awareness building within the Ministry of Environment and other stakeholders.
  • Assist the NDA in facilitating stakeholder engagement.
  • Assist in completing the Financial Management Capacity Assessment (FMCA) form, if required.
  • Support the NDA with adaptive management requests.
  • Contribute to midterm reviews of readiness activities.

• Pipeline Development, Implementation, Monitoring and Reporting

  • Contribute to capacity-building by imparting skills and knowledge to the NDA and relevant stakeholders.
  • Provide advice, guidance, and clarifications to the NDA, accredited entities, and other stakeholders.
  • Assist the NDA in the development of project ideas, concept notes, and funding proposals.
  • Support the NDA in maintaining regular communication with accredited entities.
  • Assist the NDA in the preparation of country portfolio results reporting.
  • Assist the NDA in organizing relevant events to showcase GCF results.
  • Provide technical support to the NDA in the implementation of relevant new or ongoing projects and initiatives.
  • Contribute to the preparation of regular reports, briefs, and policy preparation.

Requirements

• University level degree in climate change/environmental science, climate economics/finance, economics, engineering, project finance, or a closely related discipline.
• At least eight years of experience in the public and/or private sector with a demonstrated focus on climate investment and financing initiatives for climate change mitigation and adaptation.
• Proven experience in institutional strengthening and capacity-building within developing economies.
• At least five years of experience in successfully developing climate change investment proposals.
• Experience in addressing climate change issues in Seychelles.
• Demonstrated ability to coordinate and engage with multiple stakeholders.
• Excellent communication skills, both written and oral.
• Familiarity with the GCF, including operational mechanisms and funding modalities will be an asset.
• Fluency in English is required, and proficiency in the official language(s) of Seychelles is highly desirable.
• Ability to work effectively in a multicultural and multidisciplinary environment.

We Offer

• Daily rate offered for this consultancy is USD 120.
• Preference will be given to nationals or residents of Seychelles for this position.

Application

The closing date for applications is 23 July 2026, 23:59 Korea Standard Time (KST). Applications submitted after the closing date may not be considered. The initial assignment is for the maximum of 180 working days over the period of 11 months and 29 days, with the possibility of extension based on annual performance evaluation, subject to the continued need and available funding.

Preference will be given to nationals or residents of Seychelles for this position. The application is required to be submitted in English language. Applications from women and citizens from developing countries are strongly encouraged.
