Job Description, Responsibilities & Requirements

About the Position

The OSCE Programme Office in Dushanbe, in cooperation with the Ministry of Economic Development and Trade, is planning to resume the operation of the National Trade Facilitation Committee. This role involves providing technical assistance in the regular update and maintenance of Tajikistan’s Trade Portal.

Responsibilities

Under the supervision of the Economic and Good Governance Officer, the successful candidate will be responsible for:

  • Integration of the Trade Portal with the Single Window system, including developing a secure API for real-time, two-way data exchange.
  • Implementing integration with the Adliya Centralized Legal Information database to enable automatic updates of foreign trade regulations.
  • Developing a Data Aggregation Module to provide up-to-date tariff and trade procedure information.
  • Creating a Foreign Trade Analytics Module by HS Codes to aggregate foreign trade data and provide interactive visualizations.
  • Developing an Intelligent Trade Barrier Reporting Module with automated issue classification and severity assessment.
  • Ensuring that security, adaptability, and localization requirements are met.

Requirements

  • Bachelor’s or Master’s degree in Computer Science, Information Systems, Software Engineering, Information and Communication Technologies, or a related technical field.
  • Minimum 5 years of professional experience in developing enterprise-scale web systems with API-based integrations.
  • Knowledge of data platforms, BI tools, and workflow automation systems.
  • Experience in implementing workflow automation systems, including case routing, role-based access control, notifications, and SLA/time tracking.
  • Experience in building and maintaining data-driven platforms, including data aggregation, processing, and visualization.
  • Familiarity with AI/NLP, cybersecurity principles, and scalable architectures.
  • Knowledge of information security principles, including secure data exchange, authentication, authorization, and audit logging.
  • Experience working with public sector, regulatory, or multi-stakeholder environments is an advantage.
  • Excellent communication skills and teamwork.
  • Advanced skills in Microsoft Office applications and online databases.
  • Professional fluency in Tajik and English, knowledge of Russian would be considered as an asset.
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.
  • Ability and willingness to work as a member of a team, with people of different cultural, religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks, and deliverables for this position and in accordance with the OSCE established rates.
