Job Description, Responsibilities & Requirements

About the Position

The OSCE Programme Office in Dushanbe, in cooperation with the Ministry of Economic Development and Trade, is planning to resume the operation of the National Trade Facilitation Committee. This role involves providing platforms to convene regular national multi-stakeholder platform meetings with representatives from state institutions, the private sector, and development partners. The meetings aim to reinforce current cooperation and compliance with WTO requirements, address challenges related to Trade Facilitation Agreement (TFA) reforms, and review implementation progress.

Responsibilities

  • Provide analytical support in collecting, analyzing, and systematizing incoming proposals.
  • Ensure interagency coordination through organizing and facilitating discussions on the simplification, harmonization, and standardization of foreign trade and logistics procedures.
  • Monitor the implementation and timely completion of decisions and actions adopted by the Committee.
  • Coordinate with international partners to establish and maintain operational coordination between the Committee and the Development Coordination Council (DCC).
  • Develop methodologies and prepare detailed Terms of Reference (ToRs) for specialized working groups.
  • Provide timely information to the Committee members on the status and implementation results of previously adopted decisions.

Requirements

  • University degree in Economics, International Trade, Law, Business Administration, or related fields.
  • Minimum 5 years of proven professional experience in economic development.
  • Knowledge of the WTO’s Trade Facilitation Agreement and Tajikistan’s obligations.
  • Excellent research and technical writing skills.
  • Advanced knowledge of Tajikistan’s economy and trade.
  • Excellent communication skills and teamwork.
  • Advanced skills in Microsoft Office applications and online databases.
  • Professional fluency in Tajik and English, knowledge of Russian is considered an asset.
  • Demonstrated gender awareness and sensitivity.
  • Ability to work as a member of a team with people of different cultural, religious, gender, and political backgrounds.
