About the Position
National GIS Specialist – with geomorphology / remote sensing tasks (SSA) - Roster Call
The OSCE Programme Office in Bishkek, in close cooperation with the Ministry of Emergency Situations of the Kyrgyz Republic (MoES), is implementing the project “Assessment of Glacial Lake Outburst Flood Risks in Priority Mountain Areas of Kyrgyzstan” (June 2026 – December 2027). The project aims to enhance the existing GLOF monitoring system, conduct aerial surveys, produce hazard maps, and build national capacity in GIS-based GLOF risk assessment.
Responsibilities
- Develop and operationalize a geomorphology-based risk classification module within the MoES GLOF monitoring system.
- Support aerial surveys with remote sensing analysis.
- Produce technical and community-level GLOF hazard maps from hydrodynamic model outputs.
- Build national capacity in GIS-based GLOF risk assessment.
Requirements
- Advanced university degree (Master’s or PhD) in geography, geoinformatics, engineering geology, geomorphology, or a closely related discipline.
- Minimum 5 years of professional experience in GIS analysis and remote sensing applied to mountain hazards.
- Proficiency in QGIS, ArcGIS, SNAP, Google Earth Engine, and Python or R for geospatial analysis.
- Working knowledge of optical and SAR satellite data (Sentinel-1/2, Landsat, ALOS PALSAR) and DEM products.
- Fluency in Russian and good working knowledge of English; knowledge of Kyrgyz is an asset.
