About the Position
The East Europe Foundation, within the framework of the USAID/UK Aid Project Transparency and Accountability in Public Administration and Services (TAPAS), announces a competition for the position of Open Data Expert for the Ministry of Digital Transformation of Ukraine.
Responsibilities
- Analyze current legislation regulating the field of open data.
- Implementation of EU regulations, and preparation of legislation.
- Develop recommendations for improving existing open data sets.
- Conduct meetings with interested public sector and civil society representatives to develop recommendations for improving the quality of open data.
- Evaluate the quality of open data of information managers.
- Identify and resolve data quality problems.
- Analytical support for projects implemented by the Ministry of Digital Transformation of Ukraine regarding open data.
- Prepare materials for communication specialists for the purpose of publishing news about open data on the Ministry’s resources.
- Develop strategies, plans, documents based on data.
- Collect and process information and data, monitor international experience in the field of open data.
- Conduct training on open data.
- Present work results publicly and/or among partners.
- Work with contractors in the field of research and analytics (support for tenders, selection, task setting, performance control).
- Prepare visualization materials, in particular dashboards.
Requirements
- More than three (3+) years of work experience.
- Confirmed experience of successful management and product development.
- Skills in Tableau, BI, Data Studio, etc. will be an advantage.
- The ability to prepare projects of normative legal acts will be an advantage.
- Work in the field of open data will be an advantage.
- Higher education in the field of Law, Public Administration, Economics, Journalism, or other relevant fields.
Skills and Competencies
- Strong analytical skills with experience in data analysis, user research, and converting insights into actionable product strategies.
- Advanced communication and presentation skills with the ability to effectively communicate complex concepts to technical and non-technical stakeholders.
- Knowledge of the English language at an above-average level.
