About the Position
East Europe Foundation within the Transparency and Accountability in Public Administration and Services (TAPAS), the USAID /UK aid project, announces a competition for a Project Manager position to join the digital team for digital projects implementation with the State Tax Service (hereinafter – the STS).
Period of engagement: five months with possible extension by agreement of the parties, part-time work
Responsibilities
- Coordination of the project team(s), stakeholders, partners, and contractors involved in the development and implementation of digital projects and solutions realized jointly with the State Tax Service
- Concepts and plans development for the project implementation
- Carrying out of regular meetings with stakeholders to clarify information system requirements and making of regular presentations to demonstrate completed project milestones
- Development of functional requirements and participation in technical specifications elaboration for the development of selected digital solutions within projects
- Development, presentation, and implementation ensurance for selected digital solutions within projects (business process logic, database design, etc.)
- Provision of support to developers during prototype deployment, its testing, and making changes as needed
- Coordination of the software development lifecycle (SDLC) using Scrum / Kanban / XP approaches and methodologies, etc.
- Monitoring of the software development lifecycle and preparation of relevant reports at the request of the customer
- Participation in the technical specifications development for software development contractors search
- Coordination of the regulatory frameworks elaboration for selected digital solutions within projects
- Project documentation maintenance on Confluence / Jira
- Defining of project priorities, KPIs, and set appropriate tasks for the team
Requirements
- At least three years of experience in software development projects management and implementation
- Experience in development and implementation of state public services development projects will be a significant advantage
- Knowledge of tax law and the current status of digitalization and digital projects of the State Tax Service
- Understanding and skills in management of IT development projects using Agile approaches such as: Scrum, Kanban, Crystal, FDD, XP, etc.
- Experience in development of electronic services for the public and business, understanding of technologies, such as interoperable solutions, etc.
- Understanding the process of software design and development, formulation of high-level technical specifications for a software product
- Ability to structure information systems elements and identify possible software solutions
- Experience in writing technical specifications, requirements, and specifications for IT projects
- Knowledge of BPMN 2.0 and UML notations
Skills and Competencies
- More than two years of experience in work with Jira and Confluence
- Experience in business process modeling (Cawemo)
- Experience in communications with government authorities (clarifying requirements, carrying out presentations)
- Strong organizational skills and attention to details
- Knowledge of English is at least B1 Intermediate level
