Project Manager

About the Position

Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in Ukraine is seeking a qualified professional for the project “EU4Reconstruction: Citizen-oriented reform and regulation for rebuilding Ukraine” to fill the position of the Project Manager (full-time, Kyiv).

This position is a part of GIZ implemented assignment within Stream 1 of the multi-Donor Action “EU4Reconstruction: Citizen-oriented reform and regulation for rebuilding Ukraine,” which is jointly co-financed by the European Union, Denmark, Germany, France, and Lithuania.

Responsibilities

• Providing coordination, management, and analytical support to GIZ work related to the reconstruction agenda in Ukraine, with a focus on policy and legislative advice and capacity building at the national and local levels on, primarily, the management of public investments and regional and local development.
• Liaising with national and local stakeholders (primarily – Ministry for Recovery, Infrastructure and Transport of Ukraine (MinDevelopment) and Ministry for Communities, Territories and Internally Displaced Persons of Ukraine (MinRegion), and EU4Reconstruction partner municipalities).
• Maintaining regular dialogue with partners, including regular follow-ups, preparation of minutes of meetings (MoM), maintaining databases, etc.
• Contributing to the organisation and preparation of high-level events, meetings, workshops, conferences, study-visits, and networking events. This primarily includes preparation of the content of the agenda of each event, talking points, coordination with speakers, service providers, etc.
• Preparation and quality assurance and coordination of briefing notes, analytical papers.
• Direct communication with project’s implementing partners, donors, and beneficiaries in the context of events, inputs collections.
• Coordination of monitoring all relevant events and inputs needed from the side of the project to its donors and beneficiaries.
• Coordination of preparation of different publications, which will involve inputs’ collection, communication with contributors and service providers, ensuring quality of inputs and overall smooth preparation process.
• Preparation of inputs for tender procedure, communication with service providers.
• Loyal and discreet behavior vis-à-vis third parties in all internal matters in respect of the guidelines on integrity.

Requirements

• MA in such fields as social or political sciences, economics, public administration or an equivalent.
• 5 years of professional experience in project management, high-level coordination, and liaising with national and local authorities.
• 3 years of professional experience in preparation/coordination of preparation of written reports, analytical notes, briefings in Ukrainian and English.
• Strong interest and some experience in working in areas such as regional/local development, local self-government, reconstruction, public investments, public investment management.
• Native Ukrainian speaker; C1 level of spoken and written English.
• Excellent working knowledge of IT technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office).
• Team player with excellent intercultural competences.
• Very good coordination and management skills.
• Excellent communication, presentation, and organizational skills.
• Attention to detail combined with the ability to work under pressure and meet deadlines.
• High degree of loyalty and discretion.
• Availability to take on responsibility and a corresponding sense of responsibility.
• Availability to develop core competences and expertise and to develop further.
• Willingness to travel within Ukraine, if required.

Employment Conditions

• Full-time position with a 40-hour working week.
• Place of assignment is Kyiv.
• Starting as soon as possible.
• The contract duration will be 12 months with the possibility of prolongation.
