Protection Officer (Legal Analysis Officer)

Danish Refugee Council (DRC) is a leading protection agency with a mandate to protect, advocate, and promote durable solutions for displacement-affected populations. DRC has been operating in Ukraine since 2014 and currently employs over 800 staff in Ukraine, implementing emergency response in the Protection, Livelihoods, Shelter/NFIs, and Humanitarian Disarmament and Peacebuilding sectors.

DRC is currently looking for a Protection Officer (Legal Analysis Officer) in Kyiv.

Responsibilities

Under the direct supervision of the Legal Analysis Team Leader, the Legal Analysis Officer will:

  • Research and analyze legislation, bylaws, judicial and administrative practice on issues related to the program activities of the DRC.
  • Prepare draft legal informational materials, including position papers, information notes, and other analytical materials.
  • Organize and facilitate roundtables/seminars/conferences on relevant legal issues.
  • Conduct research, legal analysis, and prepare thematic reports on issues identified by the Legal Analysis Team Leader.
  • Contribute to the preparation of survey questionnaires and other tools to assess legal and other needs in relevant areas.
  • Facilitate trainings on thematic legal issues for lawyers, representatives of local governments, DRC partners, and other target groups.
  • Participate in the preparation of project reports.

Coordination, Representation, and Advocacy

  • Collect data and information from DRC and partner’s organization lawyers for advocacy activities.
  • Conduct relevant advocacy activities to improve legislation and ensure the rights and freedoms of the population of Ukraine affected by the armed conflict.
  • Participate in relevant advocacy meetings, cluster meetings, and working groups.
  • Represent DRC at humanitarian, public, and private forums.
  • Collaborate with DRC lawyers in overseeing pilot cases and strategic litigation for future analytical and advocacy initiatives.
  • Advocate for the needs and rights of vulnerable groups using research and legal analysis.
  • Maintain communication and coordination with relevant departments and programs of the DRC.

Requirements

  • Minimum 2 years of professional legal experience, preferably in a humanitarian setting.
  • Bachelor’s degree in Law or related field.
  • Proven experience in conducting legal analysis and in leading or supporting legal advocacy initiatives.
  • Advanced written English.
  • Full proficiency in Ukrainian and Russian.
  • Confident user in MS Word, Excel, PowerPoint, and Outlook.

We Offer

  • Contract length: 12 months with the possibility of extension, subject to donor funding and successful completion of a 3-month probationary period.
  • Band: H – non-management.
  • Designation of Duty Station: Kyiv.
  • Start date: as soon as possible.

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for employees on national contracts.
