Context of the Project
Since 2017, the Fines Platform has been responsible for coordinating the organizational and digital processes of the Justice system. This program carries out digitalization projects that contribute to a better execution of (monetary) penalties and the reduction of the administrative workload within Justice, the police, and other partners in the (financial) criminal chain.
The mission of the Fines Platform includes the active launch of new projects, monitoring and managing ongoing projects, and the overall coordination of projects as a whole.
The main objectives of the Fines Platform are:
-
Accelerating the processing of fines;
-
Reducing the workload of stakeholders in the criminal chain by adopting a chain approach;
-
Digitizing information processing;
-
Improving the financial execution of penalties;
-
Improving service to the public.
In the context of the digitalization of Justice, improving and especially clarifying communication to citizens is also a major challenge. Indeed, Justice is a service provider to citizens and society; the accessibility of these services is necessary to strengthen citizens' trust in Justice and ensure better legitimacy of Justice and its societal role.
Purpose of the Project
The Federal Public Service Justice launched the Fines Platform project in 2017. It originated from a European directive aimed at reducing the number of deaths, injuries, and material damage by consistently imposing sanctions for traffic offenses within the European Union. The Fines Platform has completely optimized the process of immediate collection and settlement of traffic fines and correctional fines, notably through standardization and digitalization. Since 2021, many initiatives have also been taken by federal and regional authorities in the context of road traffic. These initiatives lead to a continuous increase in the number of traffic fines and the new type of fines managed by the platform.
Moreover, work will be done to support the execution of the penalty, with a particular focus on the financial execution of the penalty, the main mission.
You will work particularly within the framework of the following projects.
JustFines is a personalized ICT service designed for the PSR – Public Prosecutor's Office for Road Safety – tailored to the needs of primarily automatic fine processing. It is integrated into the Fines Platform, which is responsible for processing, sending, and collecting fines. It involves developing a new case management system for the automated processing of traffic fines in Belgium – from immediate collection to execution via the FPS Finance.
Project 67ter, This project combats, in the most automated way possible, the impunity of legal entities that have an official address in Belgium and, in accordance with Article 67ter, do not identify the actual driver in the event of a traffic code violation. The standardization of prosecutions in all public prosecutor's offices in Belgium will increase the identification rate, which will ultimately make it possible to prosecute repeat offenders.
In the meantime, the components/modules and functionalities enabling the processing of an infringement of Article 67ter are part of what we call the JustFine ecosystem. Additional products are added to this ecosystem, in project mode.
The project is deployed in a hybrid agile/waterfall mode. In this framework, the aforementioned phases take place cyclically for the different versions of JustFine.
Incoming Foreign Certificates is a project that constitutes an extension of the components/modules and functionalities for the processing of incoming foreign certificates. These certificates concern Belgians who have committed a traffic or correctional offense abroad and who could not be contacted by foreign authorities for the processing of the offense. It is therefore the processing of foreign traffic fines concerning Belgians who have committed an offense abroad, in accordance with the European directive on the mutual recognition of monetary penalties.
Outgoing Foreign Certificates also concerns the processing of fines, but this time Belgian traffic fines imposed on foreign offenders, the offenses being transmitted to the Member State of residence of the offender.
This project constitutes an extension of the components/modules and functionalities of the JustFine cluster of the PSR for the processing of outgoing foreign certificates. These certificates concern persons residing in the European Union who have committed a traffic or correctional offense in Belgium and who could not be contacted by Belgian authorities for the processing of the offense.
These projects strengthen both Belgian road safety and European cooperation, increase the likelihood of catching the perpetrators, and reduce the administrative workload through automation and intelligent data exchange. Account must be taken of the legal provisions and other requirements of the public prosecutor's office in this regard.
Job Profile
The technical Scrum Master supervises two multidisciplinary development teams (developers and functional analysts) in the application of Agile/Scrum principles in a DevOps context. The role combines classic Scrum Mastership and in-depth technical knowledge: the role not only ensures the smooth running of the process but also actively ensures the quality of deliveries through measurable indicators (velocity, quality gates, technical debt, execution time).
This hybrid profile has been chosen intentionally: Scrum Masters who focus solely on processes generally do not sufficiently identify and eliminate technical bottlenecks in time. A Scrum Master with a technical background makes the link between developers, functional analysts, the Product Owner, and the business, and thus makes a direct and measurable contribution to the reliability of IT program deliveries.
Responsibilities
A. Process Support and Agile Coaching
-
Facilitate all Scrum events for the two teams: sprint planning, daily stand-up, sprint review, retrospective, and backlog refinement
-
Provide coaching to teams in self-organization, transparency, and continuous improvement
-
Ensure the Definition of Ready and Definition of Done and contribute to their active evolution
-
Identify and eliminate obstacles, particularly organizational bottlenecks outside the team
B. Technical and DevOps Assistance
-
Ensure the functioning of the CI/CD pipeline in collaboration with the DevOps team and identify issues (build failure rate, execution time, deployment frequency)
-
Participate in the monitoring of quality gates: code coverage, static code analysis (e.g., SonarQube), security scans, automated test success rate
-
Promote DevOps practices: trunk-based development, infrastructure-as-code, automated testing, observability
-
Understand and contribute to the monitoring of technical debt as an explicit backlog category
-
Be able to follow in-depth discussions on architectural and technical design, without assuming the role of architect or lead developer
C. Functional and Technical Analysis - Liaison Function
-
Facilitate collaboration between functional analysts and developers, especially during the phase between requirements and realization
-
Ensure that user stories have undergone sufficient technical analysis and estimation before being integrated into a sprint
-
Participate in monitoring the impact of non-functional requirements (performance, security, GDPR, accessibility) on the schedule
-
Translate technical jargon into business language for the Product Owner and stakeholders
D. Metrics, Reports, and Transparency
-
Monitor and report key metrics by team:
-
Velocity and velocity-stability (predictability)
-
Sprint goal success rate and commitment reliability
-
Lead time and cycle time per user story
-
Defect leakage (production defects versus test defects) in escape rate
-
Code coverage, technical debt, ratio of bugs/features/tech debt in the backlog
-
Deployment frequency, change failure rate, mean time to recovery (DORA metrics)
-
Write a sprint report and a quarterly report for management and stakeholders
-
Control the quality of backlog management data (Jira)
E. Risk Management and Governance
-
Report risks to management in a timely manner regarding schedule, quality, capacity, and dependencies
-
Meet internal control and audit expectations by helping to ensure the traceability of decisions, code, and tests
-
Contribute to compliance with information security, GDPR, and internal IT policies
Requirements
A. Education and Experience
-
Bachelor's or master's degree in ICT or equivalent experience
-
At least 5 years of relevant experience, including at least 3 years as a Scrum Master in a software development environment
-
Demonstrable experience in simultaneously supervising multiple teams
-
Experience in a DevOps environment with CI/CD, automated testing, and cloud or hybrid infrastructure

-
Required: Professional Scrum Master (PSM I) or Certified Scrum Master (CSM)
-
Advantageous: PSM II, SAFe Scrum Master/Advanced Scrum Master, Kanban Management Professional
-
Advantageous: ITIL Foundation, DevOps-related certification
C. Technical Knowledge
-
Good understanding of modern software development: version control (Git), branching strategies, code review practices

-
Versnellen van de verwerking van boetes;
-
Verminderen van de werkdruk van de betrokkenen in de strafrechtketen door een ketenaanpak;
-
Digitaliseren van informatieverwerking;
-
Verbeteren van de financiële uitvoering van straffen;
-
