Senior Procurement Expert

About the Position

East Europe Foundation announces a competition for the position of Senior Procurement Expert. The role is based in Kyiv, Ukraine, with a starting date in October 2023. This is a full-time, on-site position.

Scope of Work and Duties

The Senior Procurement Expert will be responsible for:

• Preparation of a full package of tender documentation in accordance with EEF’s procedures.
• Preparation of technical specifications in coordination with project managers.
• Entering data to registers of tenders and experts.
• Exploration of goods and services market.
• Confirming that the received commercial tender offers and the related documents are in accordance with EEF’s policies.
• Advising the program employees on the relevant formats and templates and on EEF’s Procurement Policy.
• Providing documentary support of the procurement process in accordance with EEF’s Policies and Procedures.
• Preparation of different types of agreements and contracts such as agreements with service providers, experts, consultants, and so on.
• Performing other tasks within experts’ competencies at management request.

Requirements

The candidate should:

• Have exceptional self-organization, independence, focus on the results, and willingness to learn.
• Have efficient communication and negotiation skills.
• Be able to work in a team, be diligent and wise in performing the tasks.
• Be able to adapt to changes and successfully set and adjust priorities if needed.

Necessary Qualifications and Experience

• Higher education in economics or related spheres.
• 5 years of confirmed experience in procurement and contracts administration.
• Work experience in the private sector or international organizations.
• Confident user of PC and MS Office; knowledge of accounting systems will be an advantage.
• Fluency in Ukrainian and English.
• Knowledge of legislation in the sphere of business contracts and their conclusion.
