About the Position
We are seeking a Senior Programmer with extensive experience in systems development and maintenance for a contract position in Providence, RI. This role involves planning, coordinating, directing, and evaluating the work of multiple application support teams engaged in the implementation of automated systems across various state government agencies and departments.
Responsibilities
- Plan, coordinate, direct, and evaluate the work of multiple application support teams of programmer/analysts engaged in the implementation of automated systems.
- Serve as a resource and act in an advisory capacity to user agencies.
- Work under the general direction of a Deputy Information Processing Officer with wide latitude for the exercise of initiative and independent judgment in systems development functions.
- Review upon completion for results obtained and conformance with agency policies and objectives.
- Plan, coordinate, supervise, and review the work of teams engaged in systems development and maintenance activities.
- Coordinate the planning, testing, and operation phases of automated systems; oversee the operation of entrusted automated systems assuring timeliness and accuracy of products.
- Recommend and implement modifications of systems through revisions to methods of operations with equipment, computer programs, and personnel to meet economy of systems objectives.
- Promote the use of the computer and of data networks by identifying new and potential users and application areas; determine the scope of new applications; establish schedules and priorities for systems development projects and support services; assist in coordinating production schedules.
- Evaluate applications software, develop, disseminate, and ensure adherence to systems design and programming standards; advise and make recommendations to superiors on matters relating to systems development.
- Coordinate the development of documentation according to established standards; establish and maintain formal and informal training programs for staff development.
- Assist user agencies with the preparation of requisitions and Request for Proposals (RFP) for the procurement of data processing and programming services.
- Deal directly with contractual providers of data processing and related services to review and evaluate the cost-benefit of systems processing and recommend optimum methodology.
Requirements
- Bachelor's degree or equivalent in Computer Science or a related field.
- Extensive experience in systems development and maintenance.
- Strong skills in systems analysis, systems design, and programming.
- Ability to coordinate and manage multiple application support teams.
- Excellent advisory and resource skills for user agencies.
- Proficiency in project management and documentation.
