About the Position

East Europe Foundation announces a competition for the position of SmartCity Project Manager within the Swiss-Ukrainian program “E-Governance for Accountability and Community Participation (EGAP)”.

The EGAP program is implemented in partnership with the Ministry of Digital Transformation of Ukraine and aims to develop digital solutions to improve the quality of governance, enhance interaction between government, business, and citizens, and support social innovation in Ukraine.

Within the project, cities with populations of 40,000–110,000 have already been selected, where a Smart City concept will be developed and implemented to ensure a systemic transformation of the urban environment.

We are looking for a professional who will lead this process: from concept development to supporting its implementation in communities.

Location: Kyiv, Ukraine.

Application deadline: May 7, 2026.

Work format: Hybrid.

Responsibilities

  • Development and implementation of the program strategy in the short and long term, considering the goals and interests of key stakeholders, available resources, previous experience, and other factors.
  • Analysis of international Smart City practices (including EU).
  • Leadership in developing Smart City concepts together with communities.
  • Development of step-by-step implementation plans in participating cities.
  • Analysis of local strategies and policies in digitalization.
  • Preparation of proposals for amendments to local regulatory acts.
  • Mentoring and support for cities in implementing digital solutions.
  • Monitoring progress and coordinating implementation.
  • Participation in community events and initiatives.
  • Performing other tasks предусмотрed by the program work plan.

Requirements

  • Higher education.
  • Experience in implementing digital or development projects in communities.
  • Experience in policy development and interaction with local councils and civil society.
  • Strategic thinking and vision for community development.
