Remuneration: In line with market rates

Time Frame: Contract until 30 June 2027

Citizenship: Candidates must have an existing legal right to work in Solomon Islands

Language Requirements: Proficiency in English & Solomon Islands Pijin is required (reading, writing, speaking)

Project Description

The Solomon Islands-Australia Partnership for Economic Governance commenced in January 2022 and is an AUD 45 million investment where Australia partners with the Solomon Islands Government (SIG) to support its critical priorities over four years. The goal is to build economic resilience and promote policies and practices for sustainable economic recovery and growth. Australia’s objective for this program is to strengthen accountable and inclusive governance in partnership with SIG other stakeholders. The program will contribute to the goal through 3 end-of-program outcomes.

  • EOPO1 PUBLIC FINANCIAL MANAGEMENT: Contribution to more effective and accountable public financial management systems and practices.
  • EOPO2 BUDGET SUSTAINABILITY: Contribution to more sustainable fiscal management.
  • EOPO3 GROWTH AND RESILIENCE: SIG progresses economic reforms for enhanced growth, inclusion and resilience.

About the Work

Monitoring, Evaluation and Learning (MEL) and Communications and Public Diplomacy (CPD) are central to the Economic Governance Program’s approach. The Program’s MEL system enables evidence-based decision making, adaptive management, and clear reporting on progress against the program logic and performance framework. Communications and reporting ensure visibility of achievements, strengthen partner engagement, and support DFAT’s public diplomacy objectives.


The Role

Key Responsibilities:

Under the direction of the MEL and Comms Lead, the MEL and Comms Coordinator will:

  • Support implementation of the MERLA Plan and Framework, including maintaining MEL tools, databases, and evidence repositories.
  • Coordinate, track, and review reports from Technical Advisers, Subcontractors and Partners.
  • Maintain reporting and communications calendars to ensure timely, high-quality outputs.
  • Support the MEL Lead in data collection, verification, and analysis to ensure high-quality evidence for reporting and adaptive management.
  • Support the preparation of high-quality reports, including six-monthly and annual reports, progress updates, and case studies.
  • Support the implementation of the Communications and Public Diplomacy Strategy. Support learning and public diplomacy events by preparing briefs, talking points, and communication materials.
  • Develop engaging communication materials, stories of change, newsletters, media releases, social media content, that translate technical information into accessible narratives.
  • Support in advancing public diplomacy objectives by highlighting program achievements, elevating partner contributions, and showcasing Australia’s support.
  • Work with SIG counterparts and advisers to identify and document meaningful stories of progress, ensuring ethical representation and adherence to GEDSI and safeguarding principles.
  • Coordinate the collection and management of communication assets, including photos, quotes, and field insights.

Key Deliverables

A coordinated reporting and communications calendar ensuring timely, high-quality outputs.

  • Repository of reports from Technical Advisers, Subcontractors and Partners made accessible to senior program management team members.
  • High-quality input into six-monthly, annual, and periodic progress reports that clearly communicate results, evidence, and analysis.
  • Concise stories of change, case studies, and communication products that highlight partner achievements and support public diplomacy.
  • Regular newsletters, media releases, social media content, and event materials aligned with the Communications and Public Diplomacy Strategy.
  • Ethically sourced communication assets (photos, quotes, consent forms) maintained in an organised, accessible library.
  • Briefs, talking points, and summaries for learning events, workshops, and public diplomacy engagements.
  • Updated MEL datasets, evidence repositories, and tracking tools that ensure reliable, accurate information for decision-making.

Qualifications and Requirements

Required Qualifications and Experience:

  • Tertiary qualification in monitoring and evaluation, communications/journalism, communications, public policy, development studies, social sciences, or a related field.
  • Minimum 3-5 years’ relevant experience in monitoring and evaluation, communications/journalism, reporting, or knowledge management within government or development programs.
  • Experience working with development programs, government agencies, or donor funded initiatives.
  • Strong writing and editing skills, with the ability to translate technical information into clear, compelling content.
  • Experience producing communication materials such as stories of change, case studies, newsletters, or media releases.
  • Understanding of public diplomacy, visibility requirements, and ethical storytelling.
  • Strong interpersonal skills and ability to work collaboratively with diverse stakeholders, including government counterparts and development partners.
  • Experience with MS Office applications (Excel, Word, PowerPoint).
  • Familiarity with DFAT reporting and communications standards (or willingness to learn).
  • Demonstrated commitment to diversity and inclusion, particularly in a cross-cultural context.
  • Demonstrated initiative and flexibility plus the ability to work independently and meet competing priorities.
  • Ability to communicate in Solomon Islands Pijin (reading, writing, speaking), to support engagement with Solomon Islands Government and other stakeholders.

Desired Qualifications and Experience:

  • Experience with data collection, analysis, and MEL tools or systems.
  • Skills in photography and basic photo/video editing, including capturing program activities and beneficiary stories for communications use.
  • Experience managing social media and web platforms, including content planning and performance monitoring.
  • Experience in media monitoring, analysis and reporting.
