About the Position
Job Title: Team Leader
Project Name: HMG-funded programme
Location: South Asia (Pakistan, India, Bangladesh); exact duty station to be confirmed
Reporting To: Programme Director / Client representative
Indicative LOE/Time Frame: Full-time, consultancy (contingent on contract award)
Remuneration: Fees are subject to negotiation in line with market rates
Language Requirements: Fluency in English (written and spoken) is essential

Responsibilities
- Provide overall leadership and strategic direction for the programme, ensuring delivery against client objectives and value for money
- Serve as the primary interlocutor with the client, government stakeholders, law enforcement, justice sector and social institutions
- Oversee and coordinate multi-component workstreams delivered through various implementing partners
- Convene political and programmatic interests to drive policy and systems change
- Lead proactive risk management and mitigation appropriate to development programming in fragile settings
- Manage, mentor and quality-assure a multidisciplinary team of national and international experts
Requirements
- A minimum of 10 years of experience leading the delivery of HMG-funded programming in governance, security sector reform, SOC, criminal justice, or irregular migration, in roles such as Team Leader, Deputy Team Leader or Programme Director
- Demonstrated ability to convene political and programmatic interests to drive policy and systems change.
- Demonstrated experience working in fragile contexts; experience in Pakistan is an advantage
- At least 10 years’ experience working with government stakeholders, law enforcement, the justice sector, and social institutions
- Experience overseeing and coordinating multi-component programmes with various implementing partners
- A proactive approach to risk management and mitigation in the context of development programming
